Description
Draft CLINs Specifications Draft Statement of Work The Transportation Security Administration (TSA) under the Department of Homeland Security (DHS) is requesting information for Employee Parking Assistance Program (EPAP) which provides a simplified means for TSA to subsidize parking, the cost of which is a recurring concern among the workforce, which reduces administrative burden on TSA. It is important to note that responses to this request are solely for the purpose of market research. Neither do they constitute pre-competition nor will they be evaluated in any way. Likewise, this request does not commit the U.S. Government to any course of action in the future. This request is issued solely for planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. The Government does not intend to award a contract based solely on responses to this request; nor will the Government pay for information solicited hereunder. Each respondent, by submitting a response, agrees that any cost incurred by it in responding to this request or in support of activities associated with this request shall be the sole responsibility of respondent. The Government shall incur no obligations or liabilities whatsoever, to anyone, for any costs or expenses incurred by the respondent in responding to this request. Furthermore, the responses obtained will assist TSA with ensuring any final requirement is clearly defined to mitigate potential cost, schedule, and performance risk. The Government believes industry feedback is important and is receptive to comments from industry highlighting potential technical problem areas associated with this effort. The draft SOW, Pricing Schedule, and Specification Sheets describe the anticipated scope of services and may vary from the work scope if a final SOW, Pricing Schedule, and Specification Sheets are solicited. The draft Statement of Work, Pricing Schedule, and Specification Sheets in its current form provides respondents the draft minimum requirements of the TSA. The EPAP program contractor will collect parking fees from all participating employees (including employees required to pay all or a portion of their parking fee), remits parking fees on behalf of the TSA at all required locations for all participating employees, works with program officials to establish parking locations for TSA employees, and provides shuttles to transport employees from parking lots to and from their work location(s) where required. Respondents to this notice shall provide comments to the draft SOW, Pricing Schedule, and Specification Sheets and any relevant information that specifically addresses the company's capabilities to provide the services outlined. Respondents should also provide answers to the following: 1.Is the CLIN pricing structure clear and would you be able to price to the current CLIN pricing structure? 2.Would the Fixed Unit Monthly Price for the Optional CLINS 00001 and 00002 go up, down, or stay constant as the Quantity of Participants increases? Comments and Statements shall be no longer than 5 pages. A proposed price is not required or requested under this request. Only electronic submissions will be accepted via email. Electronic files larger than 5MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: In the body of the email, include a vendor Point of Contact (POC), phone number and email address of the person to be contacted regarding any correspondence between the Government and the Vendor. This person should be a primary contact and capable of addressing questions or issues associated with the submission and content of the draft SOW, Pricing Schedule, and Specification Sheets comments. Respondents must submit their comments in either PDF or MS Word Format. Email responses must be received no later than 12:00 pm Local Washington DC time on Wednesday, June 15, 2016. The Respondent is required to submit their comments via email to James Wright, Contract Specialist, at James.Wright@tsa.dhs.gov with a copy to Brandon Prindle, Contracting Officer (Brandon.Prindle@tsa.dhs.gov). The Government does not intend to respond to vendor submissions but reserves the right to correspond with Industry if needed. To aid TSA, please segregate and mark proprietary information. Proprietary information, if any, should be minimized and MUST BE CLEARY MARKED. All information received in response to this request that is marked proprietary will be handled accordingly.
