- The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement for fencing repair on the Tonasket Ranger District. The project involves replacing approximately 4.43 miles of fence that was severely damaged by high severity fire and repairing approximately 27.33 miles of fence that was damaged by moderate and low severity fire and includes approximately 1.25 miles of non-fire related maintenance repair. The work will be in accordance with Forest Service specifications for livestock fencing. It is anticipated there will be 4.99 miles of base items and 28.02 miles of options items to be awarded based on availability of funding. The work will be on livestock grazing allotments on the Tonasket Ranger District that includes Forest Service boundaries. This work will also include the repair or replacement of wire gates. The fence and gates shall be built to Forest Service specifications. The fence line area is virtually all forested and was burned to some degree during wildfires that occurred in 2015. Clearing of shrubs, downed logs, trees, and snags will be necessary. Where fence will be completely re-constructed a 12 ft. spacing between steel posts will be used. All fencing material will be furnished by the contractor. The fencing contract includes four work areas: Area 1. The Newby Lake Fire portion in the Northwest portion of Tonasket Ranger District in T. 40 N., R. 23 E., Section 7. This portion is inside the Pasayten Wilderness, motorized vehicles such as ATV's are not allowed there. Area 2. The Tunk Fire portion is in the southeast portion of Tonasket Ranger District, in T.35 N., R. 28 E. Section 1, and the west portion of T. 35 N., R. 29 E., T. 36 N., R. 28 E., Section 36, and T. 36 N., R. 29 E. Access to the north portion is from Aeneas Valley road onto Forest road 3010. Access to the south portion can also be from turning off of Highway 97 at the town of Riverside, and proceeding east to Crawfish Lake. Area 3. The Lime Belt Fire portion is on the west side of Tonasket Ranger District north of the town of Conconully in T. 34 N., R. 24 E. Area 4. The North Star Fire area is located in T. 35 N., R. 30 E. and T. 35 N., R. 31 E., about 30 miles southeast of the town of Tonasket, and south of Aeneas Valley Road. The best access into the area is from the Lyman Lake Road, onto Forest Service road 3785 and associated spur roads. Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, incidental supplies necessary to perform all work described in accordance with drawings and specifications of the contract. Contractor will be paid for actual work performed. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. Award will be made in sufficient time for planning and preparation with on-site work to start on or after July 11, 2016, depending on weather conditions. All contract work shall be completed by June 1, 2017. A firm-fixed price contract is contemplated requiring submission of both technical quote and business quote. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude for this project is between $100,000 and $250,000. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with System for Award Management (SAM). The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. Please make sure that your company has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account. The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or after June 21, 2016. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
