- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price purchase order to Cerulean Corporation for one Cerulean Quantum Neo. Cerulean Corporation's address is 1470 East Parham Road; Richmond, Virginia 23228-2300. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- Only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 334516 (Analytical Laboratory Equipment Manufacturing). The Size Standard is 1000 employees. The purpose of this acquisition is to purchase a Cerulean Quantum Neo for quality control testing of cigarette physical properties measurements. The purchase of this instrument will bring an improved throughput performance and add key features in the automatic measurements of cigarette properties. The design of this new and improved system is such that the user can specify the sampling, measurement and control options from a "mix and match" menu to customize the system to meet their specific needs. The Quantum Neo uses a laser detection system with high precision length measurement capability for cigarettes and filters. It also reports ovality and shape measurements that describe the deviation from round of any sample. To improve traceability, results are recorded not only for the individual measured results but also batch statistics, time and date of measurement, the operator, maker identifier and the brand selected. The Cerulean Quantum Neo purchase includes calibration standards, calibration tube required to check auto-calibration of ventilation of ventilation tip, essential and recommended spares, PC, monitor and manuals. The Cerulean Quantum Neo test station is the latest generation from the Quantum test station family which brings improved throughput performance and added key features in addition to the flexible and comprehensive platform for Quality Control testing of cigarettes. The DLS Tobacco Laboratory is part of a cooperative agreement with FDA Center for Tobacco Products (CTP). As a part of the cooperative agreement, CDC has specific timelines and deliverables that must be met. Cerulean Quantum Neo will maintain the continuity of cigarette physical properties measurements in the ongoing CDC/FDA activities. The Cerulean tobacco product testing performance and ease of use, time constraints and special features has proven reliable and efficient results for more than five years. Changing to another platform can induce differences or bias in the data of ongoing projects impacting possible interpretation of the results. The system is equipped with a new powerful user-interface that provides key information to the user, graphical representation of process capability and stores the data in a network accessible database. The instrument can be fitted with internal standards to ensure stability and accuracy throughout the use cycle. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Cerulean Corporation. Cerulean Corporation is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
