Description
NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Perkin-Elmer under notice ABL-16123. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. The Alaska Fisheries Science Center (AFSC) has a requirement for One year service agreement contract (with the opportunity to extend for a second and a third year) to service a Perkin-Elmer Janus Platform (8 Tip with MDT Heads) (Serial Number: 4207949) and P50/96 MDT disposable tip head (PerkinElmer Item number 70243541). The service requirement is to include full support within 72 hours for all parts failures due to normal wear and tear (parts, labor, travel), one preventative maintenance visit per year (parts, labor, travel), unlimited software and firmware updates, and unlimited telephone support. Preventative maintenance includes travel to and from the site, annual inspection, re-calibration, verify performance of subassembly and electro-mechanical components, and certify that the instrument is performing to specifications. Authority permitting other than full and open competition: FAR 13.106-1(b) – Soliciting from a single source (including urgency, brand name, exclusive licensing agreements, etc) Unique qualifications: Service agreement for specific piece of laboratory equipment which is required in the laboratory for analysis critical to the National Marine Fisheries Service. The manufacturer (Perkin-Elmer) is the only known company that has the capability to maintain the robot, heads, and controller (computer with controlling software). Determination Statement that the anticipated cost to the Government will be fair and reasonable: The replacement cost for a Janus automated workstation and liquid handling unit is approximately $250,000 with the controller/software and both the 8 tip and 96 tip MDT heads. Historically, yearly maintenance costs for most laboratory equipment has been approximately 10% of the list price per year, this year will follow suite. Cost estimates for this service are lower and based on current pricing for the current maintenance contract. The robot is now 2 years older (8 years total). Efforts and Market Research: Efforts failed to identify any additional maintenance service providers for the Janus robot other than the manufacturer (PerkinElmer). Any additional service provider would be required to provide full support within 72 hours for all parts failures due to normal wear and tear (parts, labor, travel), one preventative maintenance visit per year (parts, labor, travel), unlimited software and firmware updates, and unlimited telephone support. Based on the proprietary nature of the equipment, it’s unlikely that any additional companies other than the manufacturer would be able to provide software updates and have access to all the required parts. Cost estimates are based on current pricing for the current maintenance contract (option on last contract was $16,621.20). The robot is now 2 years older and costs have increased so the estimated amount is $18,000/year for the first year and $20,000 for each additional year. Conclusion: This is a service agreement for specific piece of laboratory equipment which is required in the laboratory for analyses critical to the National Marine Fisheries Service. The manufacturer (Perkin-Elmer) is the only known company that has the capability to maintain the robot, heads, and controller (computer with controlling software). Perkin-Elmer is the current maintenance provider. No other has expressed interest. There are a limited number of Janus robots in production. As the manufacturer, it is likely that Perkin-Elmer will remain the single provider of this service. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that the only source that can provide this service. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements within 15 days of this Notice of intent posting. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. No known potential alternate sources exist which could satisfy these requirement
