- GSA 527 Form SF 24 Form SF 1442 Form PBS P 3490.2 SBU Building Information Policy Davis Bacon Wage Determination dtd 6-3-2016 Site Visit Information Sheet RFP Certs & Reps C301 RFP Agreement C101 RFP Solicitation C201 TOTAL SMALL BUSINESS SETASIDE REQUEST FOR PROPOSAL The General Services Administration (GSA) announces opportunity for General Construction services on the VA Tenant Improvements (Floors 1-7) project, in the Lafayette Building, Washington, DC. This project will require interior fit-out to approximately 281,000 gross square feet of warm lit shell to meet the needs of the Veterans Administration. This fit-out project will include the following types of spaces on floors 1-7: - Office spaces (both permanent walls and demountable partitions) - Core conference spaces - Training room - Computer rooms - Audio/Visual studios - Storage spaces All areas will require interior finishes, suspended ceilings, light fixtures, and adjustment of fire protection systems. The building will remain fully functional and partially occupied throughout the project, requiring coordinated phased construction. SOLICITATION This solicitation will be made under FAR 15.101-2 Lowest Price Technically Acceptable (LPTA) source selection. Lowest Price, Technically Acceptable means that the award will be made to the contractor whose price is lowest among all proposals that were deemed to be technically acceptable. The evaluation factors and significant sub-factors that establish the requirements of acceptability shall be set forth in the solicitation. The solicitation shall specify that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. This procurement is a SMALL BUSINESS SET-ASIDE and small businesses including business in all socio-economic categories that are certified and qualified under the North American Industry Classification System (NAICS) Code: 236220 (Size Standard is $36.5 million) are encouraged to respond. All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. The estimated price range for the Project is between $9,500,000 and $14,500,000. Period of Performance is approximately 270 calendar days from the date of Notice to Proceed. All RFP documents are being issued under the following web page: http://www.fbo.gov EXCEPT for the "Sensitive But Unclassified (SBU) Building Information" of the Contract Specifications and Drawings. Those items shall be issued via "physical distribution" at the site visit on 15 June 2016. All proposals shall be due 30 days after the 15 June 2016 physical distribution date and no other date shall be set aside by the Government to issue a CD to an offeror. Also the proposal due date shall not be extended if any offeror chooses to take receipt of the CD after the 15 June 2016 physical distribution date. The Government may make an award without discussions. Therefore, offerors will be requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Proposal submission instructions are included in the RFP. GSA anticipates awarding one firm-fixed price contract as a result of the solicitation. SITE VISIT PRE-REGISTRATION REQUIRED BY 10 JUNE 2016 GSA will conduct a Site Visit on June 15, 2016, at 11:00 AM at Lafayette Building Main Lobby, 811 Vermont Avenue NW, Washington, DC. PRE-REGISTRATION IS REQUIRED FOR ALL ATTENDEES TO THE SITE VISIT. The Site Visit shall be limited to not more than four (4) representatives from each Offeror. Offerors shall submit the Names, Company Names and Telephone Numbers of each attendee by June 10, 2016 at 10:00 AM via email to Elisa Pujals, elisa.pujals@gsa.gov (See Site Visit Information Sheet) REQUESTS FOR CLARIFICATION OR INTERPRETATION - No telephone requests will be accepted. All inquiries must be in writing and sent via email to Contracting Officer, mary.pineda@gsa.gov and Contract Specialist, tammy.arevalo@gsa.gov and theophilus.hlovor@gsa.gov by No Later than 2:00 PM on 30 June 2016. Government Response to RFIs received by the above stated due date will be issued by 7 July 2016 at 2:00 PM via an RFP Amendment. • DISCLAIMER: The official solicitation package will be located on this official government FBO web page.
