Description
Intent to Sole Source This is a notice of the Government's Intent to Sole Source. NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Teledyne Paradise Datacom, LLC, 328 Innovation Blvd, Suite 100, State College, PA, 16803-6609, using the procedures in FAR Part 13, to procure High Power Amplifier (HPA) Model HPAC2300BCMXXXX for the NOAA Ship Okeanos Explorer. This HPA is an integral part of the Sea Tel 9711 antenna, which is a 3-Axis marine stabilized antenna system compatible with C-Band and KU-Band satellites. As part of the SAT COM system this is Category 1 mission critical equipment. This HPA is the original equipment designed to operate as part of the Sea Tel 9711 antenna. Its function is used in transmission (uplink) of satellite signals. It converts a band of frequencies from a lower frequency to a higher frequency. The mounting bolt pattern and interconnecting wave guide match the existing mounting surfaces. Other brand name HPAs will deviate from the original antenna system design, and will require significant and costly modifications. The North American Industry Classification Code (NAICS) for this acquisition is 517410 Satellite Telecommunications, with a business size standard $32.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on June 7, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cooper at alexander.cooper@noaa.gov by 12:00 PM EST on June 7, 2016.
