Description: 1. Introduction/Purpose In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1, this Market Survey is posted for the purpose of soliciting statements of interest and capabilities from interested vendors for the requirement stated below. The FAA is seeking interested sources that are capable of providing interior electrical distribution equipment (EDE) and life cycle in-service support. This EDE includes Parallel Switchboards, Switchboards, Motor Control Centers, Transformers, Panel Boards, and Electrical Power Monitoring Systems. The FAA 冱 requirements are more fully described in the attachments. The anticipated contract period is two base years with eight option years and an estimated value of $50,000,000. This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. At this time, the nature of this competition has not been determined. In accordance with Section 3.6 of the FAA 冱 Acquisition Management System (AMS), this market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition would exist, if this acquisition were set aside for small business. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA 冱 8(a) Program. Interested vendors are asked to provide the response submittal requirements following in Sections 5 and 6 below. Standard Language This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey submittal is solely at the interested vendor 冱 expense. 3. North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) code for this procurement is 335311 Power, Distribution and Specialty Transformer Manufacturing. 4. Submittal Requirements for Interested Parties Interested parties must provide a Capability Statement showing competency in the following areas: a. A demonstrated ability to provide EDE equipment and related services to meet the FAA 冱 requirements as set out in Draft Sections B and C. b. Capability to conduct in-service support of interior electrical distribution equipment such as Parallel Switchgear, Switchgear, Switchboards, Motor Control Center, Transformers, Panel boards, and Electrical Power Monitoring and Control Systems. c. Capability to provide contract depot logistics support, warranty resolution with manufacturers, and tech refresher for both software and hardware for contracts with similar size scope and complexity. d.A discussion of previous contracts similar in size, scope and complexity to the effort described in attached draft Sections B and C. You must provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed as it relates to the size, scope, and complexity described in this market survey. e. Access to additional resources, skills, subcontractors, etc., if necessary to perform the contract. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort. 5. Submissions and Format: In order to be considered responsive, organizations expressing interest in this matter must provide the following: a. Your Capability Statements must clearly and directly correspond to each of the five areas indicated in Section 5 and be limited to fifteen total pages in a typewritten font not smaller than twelve (12) points. This limitation does not include commercial literature, which a respondent may submit. Responses containing only company brochures, catalogs or other type of generic information will not be considered. b. Completed Business Declaration Form (blank form attached) c. Copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable) Interested parties shall submit all responses including attachments electronically to the FAA Contracting Officer at larry.mendelson@faa.gov. Submittals must be in PDF format and in the English language. All responses (one per company) must be provided on company letterhead and include a point-of-contact (POC) information, solicitation/contract number listed at the top of this document, mailing address, email address, and phone number. Capability Statements must be submitted by (Date TBD) no later than 3PM eastern daylight savings time (EDST). 6. Additional Information: The responses to this market survey will be used for information purposes and to assemble a list of potential vendors. The failure to respond to this announcement WILL NOT disqualify an entity from further consideration in connection with this procurement. The FAA reserves the right to use the information received in response to this announcement to make decisions relative to defining requirements for future FAA solicitations. All interested parties responding to this market survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2, Buy American Act � Supplies.
