Description

The Veteran's Administration Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Louisville in Louisville, KY. The requirement is for Animal Veterinary and Husbandry Services for planned Veteran's Health Administration medical study projects. The sole source is pursuant to FAR 6.302-5 (a) (i). Full and Open Competition need not be provided for when a sole source award is authorized or required by statute. The University of Louisville is a nonprofit educational institution that currently maintains a medical affiliation agreement with the Robley Rex Medical Center in Louisville, KY. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Tuesday, June 7, 2016, (10:00AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
