- Description
- The National Oceanic and Atmospheric Administration's (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) manages the Nation's operational geostationary, and polar-orbiting environmental satellites, and manages a large collection of atmospheric, geophysical, and oceanographic data. Within NESDIS, the Office of Satellite Data Processing and Distribution (OSDPD) manages and directs the operation of the central ground facilities which ingest, process, and, distribute environmental satellite data and derived products to domestic and foreign users. The Direct Services Division of the OSDPD manages and operates the Search and Rescue Satellite-Aided Tracking (SARSAT) program. The NESDIS SARSAT program and system are part of the international Cospas-Sarsat System (C/S). The purpose of the C/S System is to provide distress alerts and location data for search and rescue (SAR) operations, using spacecraft and ground facilities to detect and locate the signals of C/S distress radio beacons operating on 406 MHz. An earth receiving station that tracks low earth orbiting (LEO) satellites in the C/S (the Cospas-Sarsat LEOSAR system) is called a LEOSAR Local User Terminal (LEOLUT). An earth receiving station in the C/S which receives and processes 406 MHz signals relayed by a geostationary satellite is called a GEOSAR Local User Terminal (GEOLUT). Both the LEOLUT and GEOLUT (collectively known herein as “LUTs”) transmit alert and location data to the associated Cospas-Sarsat Mission Control Center (MCC) for subsequent distribution to SAR authorities. This contract is to provide further upgrades to these LEOLUTs and GEOLUTs, to provide operations and maintenance (O&M) support, provide engineering support, and decommissioning and removal. The place of performance is FCDAS Fairbanks, AK, USCG COMMSTA Wahiawa HA, NCTAMS Miami, FL, NSOF Suitland, MD, Anderson AFB, Guam, and Vandenberg AFB, CA, This upgrade will be procured in accordance with the procedures of FAR Part 15 Contracting by Negotiation and will sole sourced to Honeywell Technology Solutions, Incorporated (HTSI). This is not a Request for Proposal (RFP) and a solicitation package will not be issued. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
