- Description
- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention, Division of Laboratory Sciences (DLS), intends to award a 12 month sole source firm-fixed price contract to obtain DNA Affinity Probes for CDC Organophosphorus Nerve Agent Emergency Response Methods to Vanderbilt University 110 21st Avenue S STE 937, Nashville, Tennessee 37203-2416. The purpose of this procurement is for Vanderbilt University to provide DNA affinity probes. Vanderbilt University is the only source for this product because it is the only source capable of providing the DNA affinity probes with the requested quality checks and specificity development required. The Vanderbilt University laboratory is the initial developer of the technology and the leader in the technology's expansion. No other laboratory has the back-scattering interferometry technology needed to develop the DNA probes. Vanderbilt University used their advances in microfluidics to overcome development issues that other laboratories have not have not been able to accomplish. Several laboratories can produce the DNA affinity probes however no laboratory can develop the DNA affinity probes for the specific CDC Organophosphorus Nerve Agent Emergency Response Methods using the innovative technology of back-scattering interferometry. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541712, Research and Development Physical, Engineering, Life Sciences (except Biotechnology). No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. The government will review capability statements submitted to determine whether to conduct a competitive procurement. All responses should be emailed to Mr. Philip Robinson at KKQ4@CDC.GOV using solicitation number 2016-Q-64969 in the subject line no later than 10:00 am Eastern Standard Time, June 17, 2016.
