- Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology is seeking information on instruments that can source, measure, or source and measure accurate dc currents in the range 1 µA to 1 fA for a current sources and/or detector for low currents to support the Physical Measurements Laboratory (PML). After market research results are obtained and analyzed, minimum requirements specifications for a current sources and/or detector for low currents contract will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334515, as those domestic sources having 750 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. The proposed item can either be for an instrument that can source dc currents in the range 100 pA to 100 fA, measure dc currents in the range 1 µA to 1 fA, or source and measure accurate dc currents in the range 1 µA to 1 fA. Techniques such as voltage ramp generators, current amplifier, and current to voltage converters are known techniques. Current sourcing or measurement must be traceable to electrical units such as voltage, capacitance, and resistance. In addition, the below performance specifications need to be met for the dc currents: A.Performance Specifications for sourcing dc current in the range 100 pA to 100 fA: ± 100 fA with expended uncertainty (k=2) of 12 aA ±1 pA with expended uncertainty (k=2) of 37 aA ± 10 pA with expended uncertainty (k=2) of 320 aA ± 100 pA with expended uncertainty (k=2) of 3.2 fA B.Performance specifications for sourcing and measuring dc currents over the wider range 1 µA to 1 fA. ± 1 fA with expended uncertainty (k=2) of 20 aA ±10 fA with expended uncertainty (k=2) of 20 aA ± 100 fA with expended uncertainty (k=2) of 30 aA ± 1 pA with expended uncertainty (k=2) of 80 aA ± 10 pA with expended uncertainty (k=2) of 200 aA ±100 pA with expended uncertainty (k=2) of 1 fA ± 1 nA with expended uncertainty (k=2) of 10 fA ± 10 nA with expended uncertainty (k=2) of 100 fA ± 100 nA with expended uncertainty (k=2) of 1 pA ±1 µA with expended uncertainty (k=2) of 10 pA Instruction to Responders: Companies that are capable of providing either an instrument that can source dc currents in the range 100 pA to 100 fA, measure dc currents in the range 1 µA to 1 fA, or source and measure accurate dc currents in the range 1 µA to 1 fA. are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1.Name of the company(s) that offer the required equipment. In addition, provide a point of contact for the company(s). 2.Indication of number of days, after receipt of order that is typical for providing the equipment. 3.Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4.Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
