- The Naval Air Warfare Center Aircraft Division (NAVAIR), Lakehurst intends to enter into sole source negotiations for the procurement of Specialized Test Equipment, Jigs, Tooling, Training, "Golden" Units Under Test (UUT) and Technical data necessary to perform depot level repairs to identified AN/APS-153 Advance Radar Periscope Detection and Discrimination (ARPDD). This effort also will include the associated installation and testing of the equipment. The anticipated award will be made to Telephonics Corporation, located in Farmingdale, New York. Telephonics Corporation as the builder of the AN/APS-153 ARPDD, is the only organization with all the technical data rights and knowledge necessary to determine whether the equipment recommended by Fleet Readiness Center - Southwest (FRCSW) to support these systems is adequate to do so in a manner that will allow the subsystems to function in the aircraft to the level required. Accordingly, Telephonics Corporation is the only organization able to procure, deliver, install and integrate the required equipment after they identify the exact equipment necessary. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
