- The Centers for Disease Control and Prevention (CDC) intends to issue a Request for Proposal (RFP) to support the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID). This will be a new requirement. It is anticipated that the resultant contract will be a firm-fixed-price type with a period of performance of sixty (60) months (Base Year plus four (4) Option Years). The applicable NAICS code is 541380 with a size standard of $15M. The RFP will be posted on FedBizOpps and is expected to be released on or about June 29, 2016. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement-related documents. TELEPHONE CALLS WILL NOT BE ACCEPTED. The information provided in this pre-solicitation is for information purposes only. If there are any differences in the information provided here and the actual solicitation when released, the information provided in the actual solicitation shall govern. The CDC/NCEZID has a potential requirement to provide the Office of Infectious Disease (OID) laboratories with a centralized calibration provider to service equipment necessary for the functioning of the CDC laboratories. The mission of the Centers for Disease Control and Prevention (CDC), is to protect the health of people and communities in the United States and around the world. In carrying out its mission, CDC establishes health monitoring programs, develops novel methodologies for the detection and investigation of health issues, conducts cutting-edge research to enhance prevention, and provides on-site testing for the identification of disease. This scientific information is the basis for public health policies and guidance provided to keep people safe and promote healthy lifestyles. In order to continue this mission CDC is committed to a continuous quality improvement process that ensures the data we generate, the research we provide and all the critical functions we perform are reliable and accurate and done with the best interest of the public. The on-site laboratory equipment we use to perform these duties are essential and necessary for the laboratory staff to carry out our mission and provide service to the American public. CDC operates various laboratories that adhere to the standards set forth in the Clinical Laboratory Improvement Act (CLIA) that governs quality standards for laboratory testing performed on specimens from humans, for diagnostic, prevention or treatment and/or assessment of health. Currently we also seek compliance for guidelines established by the International Organization for Standardization (ISO) 17025 which has established general requirements for the competence of testing and calibration laboratories. As a part of our commitment to quality and to ensure adherence and compliance to the standards set forth by ISO, is it a necessity that our equipment be properly calibrated, and evidence of proper calibration provided to validate what is a main pillar of the scientific foundation of all CDC's work. The agency has numerous laboratory equipment which is uniform in function and type across various laboratories. We seek to combine these pieces of equipment under one centralized contract to ensure proper calibration and documentation of calibration is performed in accordance with ISO 17025 requirements. The objectives of the proposed project are: 1) To perform calibrations for multiple pieces of laboratory equipment from a variety of manufacturers. 2) To provide OID laboratories with a centralized calibration provider to service equipment necessary for the functioning of the CDC laboratories. 3) To obtain 100% calibration compliancy with the standards set forth by ISO 17025 regulations and to ensure the accuracy of research and test performed, at the agency, adheres to an established standard of quality assurance. 4) To ensure that all applicable equipment is calibrated and documented to a quality standard that meet or exceeds the requirements set forth in ISO 17025. 5) To provide standardization of equipment calibration across multiple laboratories within the Office of Infectious Disease by providing logistical support necessary to track and maintain the calibration status of all equipment set forth in the proposed project. 6) To provide a centralized contracting service with the technical staff necessary to perform these essential calibrations. The offeror shall furnish all the necessary personnel and supplies, as appropriate, to provide CDC with the required scientific, technical, and operational services, within the general work parameters set forth in the statement of work.
