Description
The Air Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick Air Force Base, Florida, Contracting Office AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source, Prioria Robotics, Inc. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by Part FAR 6.3. In accordance with FAR 6.302-1(a)(2)(ii)(A), supplies have been deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, as it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. AFTAC requires a micro unmanned aircraft system (UAS) for proof of concept for research and development. The UAS system must operate with the existing Prioria system already in operation. Any other manufactured system other than Prioria is incompatible with the current command and control/mission planning software/training. A new system would require extensive rework and costs for flight training, flight test support, C&C communication radio hardware, man-hours of flight clearance, and sensor repackaging for payload bay configurations. Procuring this UAS system from any other source would result in a substantial duplication of cost for AFTAC to purchase another complete system. The North American Industry Classification System Code (NAICS) is 336411 (Aircraft Manufacturing). Therefore, it has been determined that Prioria Robotics, Inc. is the only responsible source capable of providing this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fourteen (14) days of the issuance of this notice. AMIC DET 2 OL/PKA (Patrick AFB FL) will consider responses received by 12:00 P.M., EST, on 10 June 2016. Inquiries will only be accepted via email to Mr. Carl Schneider at carl.schneider.3@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. OMBUDSMAN AFFARS 5352.201-9101 (APR 2014): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
