Explicit Access Informational Form Solicitation Number: SAQMMA16R0104 Notice Type : Pre-solicitation Synopsis : ALL INTERESTED OFFERORS WILL NEED TO REQUEST EXPLICIT ACCESS REQUEST IN ORDER TO BE GRANTED ACCESS TO THIS REQUIREMENT VIA FBO (REFER TO VENDOR GUIDE SECTION 4.6, Page 43). 1. The U.S. Department of State (DoS) has a requirement for a qualified Contractor to provide Local Guard Force services at the U.S. Embassy in Banjul, The Gambia. The U.S. Embassy Banjul requires a secure environment to conduct their mission. The Contractor shall be expected to provide their organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the solicitation Performance Work Statement (PWS). The Contractor shall be required to provide guard services (static and mobile) in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government). 2. All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. 3. The approximate acquisition schedule is as follows: a) This synopsis will be posted for at least fifteen (15) days from the date of posting. During these 15 days - and only during these 15 days - interested parties are to complete the Explicit Access Request form (attached) and request Explicit Access via FBO. b) The U.S. Government plans to post the full solicitation in this site on or about 12 June 2016. No paper copies will be mailed. Offerors must have explicit access to gain access to documents. c) Once the solicitation is posted on FedBizOpps, the offerors will have approximately forty (40) to forty-five (45) days to submit proposals. All dates are subject to change and any change will be posted on the FBO site. d) A site visit is programmed to be scheduled approximately one to two weeks after the solicitation is released (the week of 20 June 2016) at the U.S. Embassy and their facilities in Banjul. A firm date of this site visit will be included in L.1 of the solicitation. e) Preclearance information shall be required to be provided within 1 week after posting of the solicitation. Offerors are responsible for entry visa, all travel arrangements, local transportation, and accommodations in The Gambia. Due to space limitations, only two (2) representatives from each firm will be allowed for the site visit. 4. Offerors are required to have an active registration on the System for Award Management at https://www.SAM.gov and have the appropriate NAICS. 5. In accordance with 22 U.S.C. §4864, the U.S. Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons as annotated in SAM. 6. The contract will be awarded to the best technically acceptable proposal with the lowest evaluated price using prevailing rates based on The Gambia minimum mandated labor wage for security guards. 7.
