Description
The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase an engine torque flange and speed sensor for an existing test site. In accordance with FAR 19.502-2(a), this solicitation will be conducted as Total Small Business Set-Aside (per FAR 19.502-2) under FAR Part 12, Commercial Procedures and FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 334519 ¿ Other Measuring and Controlling Device Manufacturing with a small business size of 500 employees. The torque flange measures the torque between the dynamometer and a heavy duty diesel engine during emissions testing. The torque flange used is a digital telemetry in-line bearing-less torque flange sensor with a magnetic rotational speed measuring system. The torque flange will be 5000 Nm with an option to purchase one identical spare 5000 Nm torque flange. There shall also be options to purchase up to two signal conditioning units for the torque flange ¿s torque and speed outputs, two product-specific power supplies (if required), two sets of the signal and power cables required to connect and use the torque and speed sensors and conditioners, and any required software. The torque flange must be durably designed for heavy duty engine testing and must be capable of supporting the weight of the driveshaft. The full Statement of Work, which will be included in the solicitation, describes and sets forth all requirements for the Engine Torque Flange. Award will be made based on the Lowest Price Technically Acceptable (LPTA). The solicitation should be issued on or about June 13, 2016 on FedConnect.net.
