This is a DRAFT Performance Work Statement for Aerial Port LOSA SOURCES SOUGHT ANNOUNCEMENT The 763 rd Specialized Contracting Squadron (763 SCONS) i s seeking sources for the Headquarters Air Mobility Command Directorate of Safety (HQ AMC/SE). CONTRACTING OFFICE ADDRESS: 763d Specialized Contracting Squadron 507 Symington Drive Scott AFB, IL 62225-5022 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. CONTRACT/PROGRAM BACKGROUND: Contract Number: FA4452-12-C-0003 Contract Type: Firm-Fixed Priced (FFP) Incumbent and their size: Klinect Group, LLC, The Doing Business as: LOSA COLLABORATIVE, THE CAGE Code: 5BT73 Method of previous acquisition: Set-Aside 100% Small Business The 763 rd SCONS is seeking information for potential sources with the capability to conduct an aerial port Line Operations Safety Audit ( L O S A) proof of concept und e r a f irm fix e d - p r ice c ontr ac t that supports HQ AMC cargo terminal operations at 305 th Aerial Port Squadron (APS), JB McGuire-Dix-Lakehurst, NJ; 60 th APS, Travis AFB, CA; 721 st APS, Ramstein AB, Germany; and 730 th Air Mobility Squadron, Yokota AB, Japan. REQUIRED CAPABILITIES: The Government re quir e s co n t r ac tor suppo r t for thr ea t a nd e r r o r ide n t i fi ca t i on du r ing cargo processing, load planning, and load setup ope r a t i on s. A L OSA is a fo r mal p r o ce s s that r e quir e s contractor tr a i n e d ob s e rve r s to c ol le c t sa fe t y- r e lat e d d a ta on e nv i ronm e ntal c ondi t ions, op e r a t i on a l comple x i t y, a nd air transportation specialists' p e r f o r ma n ce. The L OSA process p r ovi d e s a dia g nostic sn a pshot of str e n g ths and w e a kn e s s e s that AMC ca n use to bols t e r the " h e a l t h" of its s a f e t y ma r g ins and p re v e nt d e g ra d a t i on of AMC cargo terminal operations. A Safety Investigation Board (SIB) is formed to analyze the observation data and recommend proactive changes in identified deficient areas. C o n f idential d a ta c ol le c t i on a nd no n - jeop a r d y a ssu r a nce f or Air Transportation Specialists a re f un d a ment a l t o the LOSA p r o ce ss. The table below lists all of the main technical/task requirements of the attached Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided. Past performance (Commercial or Government) information that is related to the tasks in the Draft PWS is requested if available. Prepare written report and present results in formal briefing to AMC Senior Leadership. 2.1.10 Provide soft and hard copy of all raw data and analysis. Provide follow-up consulting support to LOSA Program Manager (PM) on Government analysis. 2.1.11 SPECIAL REQUIREMENTS: Each contractor employee must, at a minimum, have completed a verifiable National Agency Check with Written Inquiries (NACI). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541690, Other Scientific and Technical Consulting Services, with the corresponding size standard of $15 Million. To assist 763 SCONS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business; •4) Cage Code; •5) DUNS; •6) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) •7) Completed task table above with percentage of the task that your company can accomplish and supporting information which demonstrates your capabilities to meet that percentage. •8) Provide comments, questions or concerns on "draft" PWS provided. Interested businesses should submit a brief capabilities statement package (no more than ten pages) demonstrating ability to perform the services listed in the draft PWS. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
