Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Center of Cancer Research (CCR), Experimental Transplantation and Immunology Branch (ETIB), plans to procure, on a sole source basis, an xCELLigence RTCA-MP Equipment Package by Acea Biosciences, 6779 Mesa Ridge Road #100; San Diego, CA 92121. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Experimental Transplantation and Immunology Branch is dedicated to coordinated efforts in basic, preclinical and clinical investigations in the areas of immunotherapy, immune reconstitution, T cell biology, hematopoiesis, and hematopoietic stem cell transplantation. The goal is to generate information from basic and preclinical investigations to develop new, curative hematopoietic stem cell transplant-based therapies for cancer. Information from new treatment protocols (including novel endpoints generated in the course of basic/preclinical research) is used to generate new questions and studies in the basic and preclinical research efforts. The branch emphasizes excellence in these endeavors and acts to maximize strengths present in the community at large by vigorous intramural and extramural interactions and collaborations. This equipment purchase to support projects to discover and develop T cell therapies for cancer. The need that this equipment satisfies is to provide a platform to test the ability of T cells to kill target tumor cells. This is a central requirement to assess the function of anti-tumor T cells that are generated in the laboratory and to evaluate cells that are acquired from patients during T-cell-based immunotherapy. The equipment will be used in the discovery of new anti-tumor T cells, the testing of new antigen receptor gene engineered T cells in preclinical research, and the assessment of anti-tumor T cells in clinical research. The overarching goal of the laboratory projects is to identify anti-tumor T cells, isolate the nucleotide sequence of their receptors, assess T cells genetically engineered to express these receptors, and develop new T cell therapies based on these receptors. The Contractor shall provide the following required specifications: One (1) - RTCA MP Station with the following specifications: • Electrical interface: handles six (6) E-Plate 96 devices • Plate interface time: less than five (5) seconds for each plate • Measurement rate: <10 seconds per measurement for one E-Plate or <one (1) minute per measurement of six (6) E-Plates • Dimensions: W 41.5cm x D 43.5cm x H 18.4cm One (1) - RTCA Analyzer with the following specifications: • Output test signal: 22mV ms+/_ (2% +5mVms) @ 10, 25 and 50 kHz • Communications: RS232 serial communications at a band rate of 9600 bits/second • Dimensions: W 40cm x D 40cm x H 9cm One (1) - RTCA Control Unit with the following specfications: • Laptop computer capable of running RTCA Software 1.2 • Flexible experimental protocol setup • Real-time data acquisition • Real-time numeric and graphic data display - Inter-digitated gold electrode pattern covers approximately 70-80% of the surface area of E-Plate wells - All components of the E-Plate are biocompatible and the microplates are sterile and tissue-culture treated - The dynamic range of the system approaches 2 logs of cell growth - from 100 cells per well to confluence - Can be placed in a standard tissue culture incubator and is designed to withstand the high temperature and humidity - Cells can be imaged directly on the devices using a standard laboratory microscope - Allows standard E Plate 96, E Plate 96 view Plate to be used interchangeably - Multiple users with 6 independently operated cradles. - Data analysis software package is fully integrated into the control software and offers specialized algorithms This equipment is manufactured by Acea Biosciences. Acea Biosciences is the only known manufacturer that produces a laboratory instrument capable of measuring cell killing in real-time offering the following combination of features that the ETIB requires: 1) Real-time assessment of cell killing. 2) High throughput with the ability to run 6 96-well plates simultaneously. 3) Validated against the gold standard chromium release assay. 4) The most sensitive measure of cell killing known to the ETIB. 5) Does not use radioactivity. 6) Ease of use. No reagents are required other than the disposable plates. Acea Biosciences is the only known company capable of providing the required scientific equipment including: a) installation; b) technical support by the original equipment manufacturer for their equipment, and c) an original equipment manufacturer one (1) year warranty in aggregate. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00PM EDT, on June 6, 2016. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
