Description
Defense Logistics Agency (DLA) Distribution requires a Contractor to provide Asbestos, Lead, and Mold Removal Services at the DLA Distribution Susquehanna, New Cumberland, Pennsylvania. The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportations and any other items and services necessary to perform the asbestos, lead, and mold removal services. The location of performance is DLA Distribution Susquehanna located in New Cumberland, PA 17070. This Synopsis is not a request for quote or proposal. This is only a Pre-Solicitation Notice for an upcoming requirement. The requirement will be advertised under Solicitation/Request for Proposal (RFP) SP3300-16-R-5006. The tentative timeframe for issuance of RFP SP3100-16-R-5006 will be the week of 27 June 2016. The solicitation will establish the proposal due date and time. Access to the solicitation package to include the specifications will only be made available to prospective offerors via the Federal Business Opportunities website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. A complete Statement of Work (SOW) will be provided when the solicitation package is issued. The work requirements under this solicitation will include, but are not limited to, the following: Remove/encapsulate and dispose of asbestos, lead and mold under emergency and non-emergency conditions; Emergency response time requires the contractor to be on site within two hours with minimal mobilization effort; Work will be required for all types of asbestos lead and mold removal conditions and locations; Locations included, but not limited to, offices, supply areas, warehouses, crawl spaces under buildings, etc.; and, Mold shall be removed from, but not limited to, exterior finishes, interior walls, steam lines, condensate lines, return lines, floor finishers, ceilings, door and window frames. The estimated period of performance for this requirement is as follows: YEAR PERIOD OF PERFORMANCE Base Year 01 October 2016 - 30 September 2017 Option Year 1 01 October 2017 - 30 September 2018 Option Year 2 01 October 2018 - 30 September 2019 Option Year 3 01 October 2019 - 30 September 2020 Option Year 4 01 October 2020 - 30 September 2021 Working Hours: Normal hours of work shall be between 0700 and 1700, Monday through Friday excluding any Government holidays. Emergency Response hours: The Contractor shall be required to be on-site within two hours of notification by the Government with minimal mobilization effort. The Government intends to award a single award Indefinite Delivery Requirements contract for a one-year base period and four one-year option periods for the Asbestos, Lead, and Mold Removal services referenced above. This requirement will be solicited as 100 percent small business set-aside, pursuant to a full and open competition after exclusion of sources under FAR Parts 12 and 15. It is anticipated that contract award will be made in September 2016. DLA Distribution is seeking offerors to perform the above functions which will be evaluated utilizing Lowest Price Technically Acceptable source selection procedures. It is anticipated that the resultant contract's pricing arrangement will consist of a Firm-Fixed Price (FFP). All offerors MUST be registered in the System for Award Management (SAM) Database at http://www.sam.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the bid being eliminated from consideration for award.
