- MICROWAVE SITE ACQUISITION SUPPORT SERVICES The U.S. Geological Survey, Earthquake Science Center (USGS), has a requirement for site acquisition services in support of the spectrum reallocation/AWS3 program, in which USGS' microwave radio infrastructure in California in support of the Northern California Seismic Network (NCSN) and Southern California Seismic Network (SCSN) is migrating from the ~2GHz band to the ~8GHz band. There are currently fifteen (15) telemetry relays, ten (10) in NCSN and five (5) in SCSN. At each of the sites, at minimum, new equipment will need to be installed on existing towers. At some sites, existing towers will need to be extended or retrofitted to support the new equipment. At other sites, existing towers may need to be replaced on the same location or moved slightly for line-of-site purposes. Additionally, USGS expects to need between four (4) and seven (7) new "in-fill" stations between existing sites, or to "go around" an existing site if it is not feasible at the 8GHz band. Site acquisition services will be required throughout this effort, to include activities related to site identification and acquisition, zoning, permitting, right of way procurement, leasing, authorization to proceed, etc. USGS is contemplating a single, time-and-materials contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12 (acquisition of commercial items) and Subpart 13.5 (simplified procedures for certain commercial items). Frequent travel may be required; travel expenses will be reimbursable through the contract. The period of performance will not exceed two (2) years and the contract ceiling (including travel) will not exceed $500,000.00. The contractor will be expected to work in collaboration with USGS AWS3 program management so that site acquisition efforts are efficient and proceed in concert with the overall migration plan, and will be required to submit monthly reports in addition to other contract deliverables. This is not a request for quotations. The request for quotations will be available not sooner than the week of June 20th, 2016. This action is set-aside for participation by small business concerns; the applicable size standard is $36.5M. There is no incumbent contractor.
