- SOURCES SOUGHT SYNOPSIS W912EP-16-Z-0013 Rio Puerto Nuevo, Puerto Rico Project: Contract 2D Walls This is announcement constitutes a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers has been tasked to solicit the interest of prospective offeror(s) for a potential fiscal year (FY) 2016 award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Contracting Community, to included Other than Small and Small (Small Business, Small Business Association (SBA) Certified 8(a) Small Business, Historically Underutilized Business Zone (HUBZone), Women Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB)). The Government must ensure there is adequate competition amongst the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price (FFP) contract. The type of solicitation to be issued, either Invitation for Bid (IFB) or Request for Proposal (RFP), is still under consideration. No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Rio Puerto Nuevo Contract 2D Walls project is part of the Rio Puerto Nuevo, Flood Control Project and is located between the De Diego Bridge and the Confluence Wall of Margarita Channel and along Jose De Diego Expressway in San Juan, Puerto Rico. Contract 2D Walls includes the construction of east and west channel walls on Rio Puerto Nuevo. The west wall on the west side of the channel will be constructed between the Confluence Wall of Margarita Channel Improvements (RPN, CNT 2AR) and the west abutment wall of De Diego Bridge. The west wall will be approximately 350 feet long. The east wall will be constructed on the east side of the channel from the east abutment channel wall of De Diego Bridge to the Margarita Channel. The east wall will be approximately 700 feet long. The walls will consist of parapets, cap beam and cantilever tangent 5 foot diameter drilled shafts with temporary casing. The drilled shaft will be tied together with a cap beam. A concrete parapet will be constructed at the top the cap beam. The drilled shafts will be approximately 100 feet long. Additional work is inclusive of the installation of rip-rap on the channel banks, installation of a ditch or culverts for runoff, site work grading, temporary diversion channel or sheet pile, access roads at both sides of the channel, clearing and grubbing, offsite disposal, turbidity monitoring, environmental monitoring and endangered species monitoring. Note: It is expected that installation of the tangent walls will be performed from the land side. The subject project includes all work incidental to the construction of the aforementioned features and will have an estimated performance period of 1468 calendar days from the issuance of the Notice to Proceed (NTP). Responses to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Company/Contractor name, address, point of contact, phone number and e-mail address. 2. Provide a brief description of the project to include: a. Capability to execute and/or manage construction projects of comparable complexity and magnitude in the installation of the drilled shafts. The description of work should demonstrate experience with the use of temporary casing, slurry and tremie concrete placement as well as installation of reinforcement. b. Experience with construction in the wet such as dewatering systems, temporary diversion dikes or sheet piles and/or restoration of the construction site due impacts of flood events. c. Experience re-grading the site and placing rip-rap underwater. d. Customer name e. Timeliness of performance f. Dollar value of projects completed within the past 3-5 years ( provide at least 3 examples ). 3. Offeror shall identify their Business classification and Small Business Size, if applicable _ Other than Small _ Small Business _ Small Disadvantage Business _ 8(a) Small Business _ HUB Zone _ SDVOSB _ WOSB 4. Joint Venture information if applicable 5. A letter of current bonding capacity (up to $25,000,000.00) from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity. NOTE: DO NOT SUBMIT A RESPONSE TO THIS SYNOPSIS IF YOU DO NOT INTEND TO BID ON THIS PROJECT. The anticipated magnitude of construction is $15,000,000 - $25,000,000.00. *Note: The Performance of Work Requirements vary depending on the set-aside category utilized ((8a), SDVOSB, HUBZone, WOSB or SB); the prime contractor must be able to perform accordingly.
