Description

Pre-Solicitation Notice North Texas Health Care System (NTXHCS) anticipates awarding a Firm Fixed Price Construction Contract for the North Texas VA Building 2 Electrical Upgrades. The project number is 549A4-11-102 and is located at the Sam Rayburn Memorial Veterans Center 1201 E 9th St. Bonham Texas 75418. The Scope of Work: The contractor shall provide all necessary labor materials tool and equipment to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The objective of this project is to provide electrical upgrades in building 2 on the campus of the Sam Rayburn Memorial Veterans Center 1201 E 9th St. Bonham, Texas. All work needs to comply with the specifications and drawings provided. Electrical upgrades include, but are not limited to the following: A. ELECTRICAL UPGRADES: Work includes general construction, alterations, drywall, electrical, for necessary removal of existing structures as shown in the specifications and drawings: A1. Upgrade existing electrical services for Building 2 A2. Install New Pad Mounted Transformer to feed main-tie-main switchboard A3. Installation of New Electrical Conductors and Conduit from existing Exterior Pad Mounted Transformer through basement level electrical room, building 2 crawl space and level one (Medical Records). Conductors and Conduit transition to New Electrical Bus Duct Riser on the Second through fourth floors. A4. Modification of existing Electrical Service Equipment to accommodate New Electrical Equipment. A5. Modification of existing Fire Sprinkler System to accommodate New Spaces. A6. Installation of New Rated and Non-Rated Partitions to accommodate New Electrical Equipment. A7. New Interior Finishes to match existing adjacent surfaces on New Partitions. A8. New Doors and Frames to accommodate New Interior Spaces, match existing building standard. B. Refer to electrical drawings for detailed information, new equipment locations and requirements. C. Refer to mechanical drawings for modification to existing mechanical duct work. D. Coordinate final room numbering selection with VA COR/Interior Designer. E. Review with licensed Fire Protection Engineer for modifications to existing sprinkler system. F. All work shall include all labor, material, equipment and supervision to perform the required construction work on this project. G. Building No. 2 will be occupied during performance of work; but immediate areas of alterations will be vacated. The period of performance is 180 calendar days after receipt of Notice to Proceed (NTP) The method of procurement shall be Invitation For Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with an estimated solicitation release date of on or about June 9, 2016 and a bid due date on or about July 12, 2016. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB, Specifications, and Drawings. This procurement is a competitive offer and the solicitation will be advertised as 100% set-aside for Service Disabled Veterans Owned Small Businesses (SDVOSB), under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The NAICS Code is 238210, with a business size standard of $15.0 Million. Probable Cost Range: Between $1,000,000 and $2,000,000.
