Description
BACKGROUND INFORMATION: The Office of Federal Contract Compliance (OFCCP) need to subscribe to Congressional Quarterly Roll Call (CQ Roll Call) services to receive the most current legislative and political information, news facts, and analysis. The Contractor shall provide the agency with a cost effective platform to provide legislative and political news facts and analysis online, and print form to support management decision making process. CQ Roll Call services must include the following service 1.) Bill Text 2.) Congressional Record 3.) CQ Bill Comparison 4.) CQ Bill Track 5.) CQ Schedules 6.) CQ Today 7.) Custom Lists, 8.) Searches and Alerts for seven users PERIOD OF PERFORMANCE: The period of performance is (1) Base Year, with four Option years to be exercised at the Governments discretion. CONTRACT TYPE: The contract is Firmed, Fixed Price. QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor develops and submits a Quality Control Plan (QCP) for Government approval in compliance with the contract. Once accepted, the Contractor then uses the QCP to guide and to rigorously document the implementation of the required management and quality control actions to achieve the specified results. After acceptance of the quality control plan the contractor shall receive the contracting officer's acceptance in writing of any proposed change to his QC system. PRIVACY: Portions of information disclosed during the performance of this task are protected by the provisions of the Privacy Act of 1974; therefore, all personnel assigned to this Contract are required to take proper precautions to protect the information from disclosure. COMMITMENT TO PROTECT SENSITIVE INFORMATION: The Contractor shall not release, publish, or disclose sensitive information to unauthorized personnel, and shall protect such information in accordance with provisions of the following laws and any other pertinent laws and regulations governing the confidentiality of sensitive information: 18 U.S.C. 641 (Criminal Code: Public Money, Property or Records) CONTRACTING OFFICER TECHNICAL REPRESENTATIVE: The (COTR) will be identified by separate letter. The COTR monitors all technical aspects of the contract and assists in contract administration The COTR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COTR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COTR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COTR is not authorized to change any of the terms and conditions of the resulting contract. DEFINITIONS & ACRONYMS Contracting Officer: The sole person within the Department of Labor with the authority to enter into, terminate, and make related determinations and findings. The contracting officer is the only Department of Labor employee with the authority to modify this contract. Contracting Officer's Technical Representative (COTR): The contracting officer's technical representative is the contracting officer's delegated representative for such functions as providing to contractor's technical direction, government-furnished property and other resources, property administration, inspection, and other functions of a technical or administrative nature. The COTR is not, under any circumstances, authorized to modify the contract from its stated terms and conditions. Quality Control: Actions taken by the contractor to control the production of outputs to ensure that they conform to the contract requirements. Size and type of ownership to the organization Submission Instructions: Interested parties who consider themselves qualified to perform the requirements, as outlined above, are invited to submit a response to this RFQ by May 31, 2016 not later than 3:00pm (EST). All responses must be submitted via email in Microsoft Word or PDF Format. The Government requests that the responses include one cover page and a maximum of one (1) page main text. All responses under the RFQ must be emailed to contract specialist wilson.katima.a@dol.gov. Telephone inquires will be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
