- The purpose of this Potential Sources Sought notice is to conduct market research and to gauge interest in this anticipated support requirement. The proposed North American Industry Classification Systems (NAICS) code is 541614 which has a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. The Defense Logistics Agency (DLA) Aviation, Philadelphia, PA anticipates possible issuance of a Request for Proposal, on a full and open competition basis, for analytical support to DLA Acquisition Professionals on various complex Performance Based Logistics (PBL) contracts and other strategic contracting initiatives. Support includes Business Case Analysis (BCA) development for individual PBLs including, but not limited to, analyses of historical trends in demand and pricing and development of expected future costs during the proposed contract period of performance, analysis and identification of areas of risk due to variable demands and analysis of inventory positions and restocking requirements. Interested parties should demonstrate experience in analyzing specific performance based logistics (PBL) contract terms and conditions and identifying the types of data needed to perform a BCA. Respondents must demonstrate ability to identify sources for that data as well as the ability to make large scale data extractions supporting thousands of NSNs being considered for support under the PBL initiative. Respondents will be required to perform quality assurance on the data sets, identify data anomalies and develop rigorous oversight to ensure integrity of the analysis. Familiarity with DLA policies and procedures is essential to ensure cost analysis is performed in accordance with DLA standards and the work product from these analyses may in some cases influence DLA policy. Ongoing analytical support will be provided to the Contracting Officer in negotiation of contract price and terms. These strategic initiatives provide long term performance based support for thousands of critical aviation consumable and depot level repair parts. Each is tailored to the specific needs of the weapons system being supported. As a result, a demonstrated experience in drawing from a broad range of BCA/PBL experiences is critical to supporting this initiative. The Government intends to procure the above requirement to support the execution of these initiatives under full and open competition under the authority of 10 USC 2304 (a), FAR 6.102. The Government anticipates award on a best value basis. The anticipated period of performance on this procurement is twelve (12) months from date of award with an additional twelve (12) month option period.
