Description
Question 86 in the amended Question and Answer Document (Amended) is officially changed to reflect: 86.If a Small Business is bidding on the Unrestricted Award in addition to the Small Business Award, is the Small Business required to provide Small Business Subcontracting plan? No. Small Businesses are not required to do this. Only Large businesses are required to provide the documentation in order for them to show how they will help support the Department's small business goals. In essence, a small business is already addressing that goal as they are providing an award to a small business. See solicitation amendment A002 and Questions and Answer Document (Amended). See solicitation amendment A001, Questions and Answer Document, and the amended Small Business Subcontracting Plan Model for further information. The School of Language Studies (SLS) at the U.S. Department of State's (DOS) Foreign Service Institute (FSI) provides language training and testing to DOS employees and other government agencies in over 70 foreign languages. Enrollments in the School surpass 2000 students annually including up to 1000 distance learning enrollments. SLS consists of approximately 450 technical and professional personnel with expertise in the field of foreign language teaching, culture, and applied linguistics. In addition to full-time direct-hire staff, the School makes extensive use, through contract and other arrangements, of other professionals from outside FSI and is actively seeking companies that can supply contractors for a variety of regular work schedules or occasional, intermittent activities. The estimated number of contractors is projected to be 350-400 per option year. Successful contractors may join existing teaching, testing, or program management staff composed of government employees and contractors. The settings within which the work is conducted include large- and small-group classrooms, most of which are equipped with interactive SmartPanels or SmartBoards; facilities for video and audio recording; multimedia and innovation labs; distance learning mentoring rooms; testing rooms; standard offices; and an information center.
