- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the Design and Construction of a Access Control Point to comply with Department of the Army (DA) ACP Standards dated April 13, 2012 and Army ACP Standard Design w/ Drawings dated May 2013. Primary facilities include Guard Booths, a Gatehouse, an ID Check Canopy, POV/Truck Search Building, Over-watch Guard Booths, a Visitor Control Center, other associated vehicle and pedestrian control features, and systems recommended by the USACE Center of Standardization (COS) for ACPs. Supporting work and facilities includes demolition, land clearing, roadway and parking lot paving, fencing, general site improvements, utility runs and connections. Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/energy measures will be provided. Facilities will be designed to a minimum life of 50 years in accordance with Department of Defense (DoD), Unified Facility Criteria (UFC), including energy efficiencies, building envelope and integrated building systems performance. Contractor shall be familiar with Vehicle Barrier Systems, Presence Detection Safety Systems and criteria provided by Surface Deployment and Distribution Command, Transportation Engineering Agency (SDDCTEA). Contract duration is estimated at 600 days. The estimated cost range is between $5,000,000 and $10,000,000. The NAICS code is 236220. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email 06 June 2016 by 1:00 PM Eastern Standard Time. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience - Provide brief descriptions of your firm's past experience with no more than three (3) example projects with greater than 90% construction complete or those projects completed within the last seven years which are similar to this project in size and scope. Provide documentation demonstrating capacity to manage a design team and manage multiple design and construction sub-contractors. Demonstrated experience must include identification of self-performing 15% of the construction. a. Projects similar in scope to this project include: Projects considered similar in scope to this project include new construction projects demonstrating Access Control Point (Government or non-Government application) with active and passive vehicle barriers (K-12 or M50 rated type). b. Projects similar in size to this project include: Projects considered similar in size to this project include those with a single or multiple support buildings associated with the Access Control Point, with a combined size of 8,500 SF or greater. Examples of support buildings include, but are not limited to Gate Houses, Visitor Control Centers, and Search Area Buildings. Responses should clearly delineate the scope and size of the project, as well as, the % of contract value, type of work and square footage that was self-performed. c. Based on the information above, for each project submitted, include: 1. Current percentage of construction complete and the date when it was or will be completed 2. Scope of the project (delineate new and renovation scope if applicable) 3. Size of the project (delineate new and renovation square footage if applicable) 4. Dollar value of the project (delineate new and renovation value if applicable) 5. The portion and percentage of work that was self-performed 6. Identify whether the project was design/build or not. 5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information; additional information will not be reviewed.
