- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Association of Metropolitan Planning Organizations (AMPO) to establish and lead a Connected/Autonomous Vehicle Planning Work Group that will: • Provide an official forum for MPOs with their partner state and local agencies engaged in transportation planning to educate and expand awareness of the nature and status of connected/automated vehicle deployment, and of current and emerging technical planning issues, institutional and policy challenges. • Provide a mechanism to build the technical, institutional and policy capacity of MPOs with their partner state and local agencies to leverage the benefits of deployment of connected and automated vehicle technology to the performance based planning and programming process. • Support U.S. DOT outreach and engagement by providing a mechanism for support and feedback on planning-related guidance, research, and training and technical assistance needs associated with deployment of connected and automated vehicle technology. AMPO is uniquely qualified to lead this work as they have the necessary staff, experience, connections to the industry, and is in a unique position to use the expert work group to engage with MPOs (their members) on this topic. AMPO provides a strong presence for FHWA's key target audiences through their meetings and national conferences. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $138,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
