- The U.S Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ, on behalf of the US Army Inspector General School (TIGS), is conducting a market survey to identify potential sources for the development of a commercial Investigative Interview Human Simulation Software and an Interactive Media Instruction (IMI) module for the U.S. Army Inspector General School (TIGS). The contractor should provide their capabilities of providing the Government with analysis, design, development, and production of an Investigative Interview Training Module which will include a series of role-play simulations for students of the U.S. Army Inspector General School. This software will be used to practice and improve verbal and non-verbal communication skills in an effort to enhance interview skills and techniques. Potential candidates must have the capabilities of developing an Investigative Interview Training software which will include an IMI module on interview skills and techniques. The software shall also include a series of role-play simulations for delivery as a web-based version hosted through the Inspector General Network (IGNET). The potential candidates shall provide their capabilities to meet necessary system engineering, design engineering, hardware, software, personnel, supervision, management, materials, services, equipment, facilities, testing, technical, logistics, and clerical support to perform tasks associated with the software development. The contract shall identify their ability to provide TIGS Investigative Interview training needs to support the following requirements: The human simulation software and IMI module shall consist of human simulation which can be used to support and enhance student interview skills and techniques. This module will be scenario-based training which shall encompass, as a minimum, the following: • Analyze interviewee responses to open-ended / close-ended questions • Identify verbal response cues • Identify non-verbal response cues • Develop responses to open-ended / closed-ended questions • Develop appropriate questions to encourage interviewee responses The training package developed for TIGS shall also include a comprehensive e-learning component, a Level IV interactive role-play simulation, and extensive user feedback. Throughout the development process, the contractor shall work with Army IG appointed Subject Matter Experts (SMEs) to ensure that the training objectives of the package align with Army IG training initiatives. The package shall include: • E-Learning:  Video-introduction (<1 minute) to the system  Interactive user instructions  Overview of how the user will be scored following the conversation • Interactive role-play simulation  Audio-recorded statements for both male and female users  Video-recorded character responses  On-screen help coach • After Action Review  Qualitative and quantitative summary feedback • Interactive transcript In addition, any potential candidates shall have the capability to formulate learning objectives, define practice scenarios, develop characters, and create emotional states of the characters. The potential contractor would be required to develop a simulations script, complete simulation logic, develop scoring, incorporate feedback and help functions, tape and record audio, create user interface, and create installation package all under the advisement of a Government appointed subject matter expert. The potential candidate shall have the ability to deliver a DVD installation package which shall be designed to run on computers that meet or exceed the requirements of Microsoft Windows 8, 1 GHz Processor, and 1 GB RAM in addition to a Sharable Content Object (SCO) for use on the Army Inspector Website. In addition, potential contractors should include evidence of Certificates of Networthiness in their submission, if applicable. The North American Industry Classification (NAICS) Code is 511210 Software Publishers. All responses should be prepared in MS Word or PDF format. Large files need to be compressed using WinZip (http://www.winzip.com). Responses should include a cover letter and at a minimum, provide the following: 1. A point of contact for your Company which will include the contact's name, address, website (if available), phone number, and email address, as well as the company Cage Code and Duns Number. Companies are to state their business size, NAICS Code, and any socio-economic considerations. 2. A summary of their company's capabilities to developing an Investigative Interview Training software with examples of previous work, references and cost estimates as described above. 3. Identify potential subcontractors. This sources sought notice is for information and planning purposes only, and should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any information provided will not be returned. If a formal solicitation is generated at a later date, a separate solicitation notice will be published.
