Description
The U.S. Army Corps of Engineers, Galveston District Office has a future requirement for Sabine -Neches Waterway, Texas, Jefferson County, Texas, Port Arthur Canal, Junction Area And Taylors Bayou This action requires the contractor to perform pipeline dredging of approximately 56,000 cubic yards of maintenance material from the Upper Reach Neches River Channel and approximately 952,000 cubic yards of maintenance material from the Sabine-Neches Canal and Port Arthur Canal Junction Area with; Option No. 1 for dredging approximately 107,000 cubic yards of maintenance material from the Sabine-Neches Canal Turning Basin; Option No. 2 for dredging approximately 159,000 cubic yards of new work (to 45' depth) and maintenance material from the Port of Port Arthur Dock; Option No. 3 for dredging approximately 216,000 cubic yards of maintenance material from Taylors Bayou Entrance Channel and West Turning Basin and; Option No. 4 for dredging approximately 91,000 cubic yards of maintenance material from the Taylors Bayou East Turning Basin. Dredge material from the Upper Reach Neches River Channel will be deposited in Placement Area No. 25. All other material will be deposited in Placement Area No. 8. Completion time for Schedule No. 1 is 105 days. The options, if exercised, will require an additional 12 calendar days for Option No. 1, 21 calendar days for Option No. 2, 20 calendar days for Option No. 3, and 10 calendar days for Option No. 4. This is for Deep channel pipeline dredging. The order of magnitude for this effort is estimated between $5,000,000.00 to $10,000,000.00. The contractor will be required to provide Performance and Payment Bonds within (5) calendar day after award. The contractor shall begin work within (10) calendar days after acknowledgement of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $1,406.00 for each calendar day of delay until the work is completed or accepted. The Government contemplates awarding a Firm-Fixed Price contract. This will be an Unrestricted procurement. This synopsis is not an obligation of the Government and all information sent in is voluntary. The Solicitation will be issued on or about 26 Apr 2016, under Solicitation Number: W9126G-16-B-0014. The Subcontracting goals for the Galveston District are: 35.0% - Small Business; 13.0% - Small Disadvantaged Business; 10.0% Woman-Owned Small Business; 9.0% Hubzone Small Business; 3% Service Disabled Veteran-Owned Small Business; 2.0% Historically Black College (HBCU)/MI. The Contractor must perform at least 65 percent of the work with its own equipment.
