SOURCES SOUGHT NOTICE: Brand name or equal Labmatrix clinical & translational research management software Notice Number: SBSS- N02RC62577-6 Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: May 24, 2016 by 11:00 am Eastern This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified Small Business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 541511 with a size standard of is 500 employees. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NCI Center for Cancer Research (CCR) is dedicated to the continued development and implementation of a state-of-the-art system which will allow clinical and translational researchers to track the research information and tissue biospecimens which are collected as part of their research. This system will allow researchers to flexibly and accurately record data from all stages of the research process, including natural history information, results of research studies, patient-reported outcomes measure responses, and information about tissue and fluid specimens as they progress through the research process and generate results. The purpose of this acquisition is to purchase licenses for the Brand name or Equal "Labmatrix clinical & translational research management" software and ongoing professional services support for the maintenance and development of the software. Salient Characteristics for the brand name or equal Labmatrix clinical & translational research management software: Installation & Upgrade • Purchase licenses for a clinical & translational research management software system that allows all CCR users to access and utilize the full functionality of the software, without limitation on number of concurrent or overall users. Also the license should provide the ability to utilize an API to interact with the software, without limitation on number of concurrent or overall connections • Provide and install any clinical & translational research management software system upgrades and security patches as they are identified and released. Training • Provide training, analysis, project management and technical consultation to facilitate new labs that start to migrate from their current systems to clinical & translational research management software. • Provide training and support as needed for any label printing infrastructure which is required by clinical & translational research management software. Maintenance • Assist in the maintenance of the CCR installed clinical & translational research management software, including maintenance and adaptation of data access views, maintenance and adaptation of alternate data loading & transformation methods, and any other functionality for which there is no user-accessible application providing control functions. • Perform data extraction, matching, transformation, quality assurance, and migration on legacy data which is identified by the CCR as suitable for migration from legacy tissue and result tracking systems into the CCR's clinical & translational research management software. • Develop applicable documentation of all work products produced under this SOW. • Access to a system run by the software vendor which allows CCR to report bugs and other support requests and monitor them on an ongoing basis. Development • Provide ongoing support for tasks including but not limited to software customization, data migration and import, training, manual data entry, system integration, and feature development • Provide ongoing development and implementation of changes to the data model as specified by the CCR. • Provide ongoing development and implementation of changes to the web-based front end application to support any changes to the data model underlying the CCR system. • Provide ongoing development and implementation of data access application programming interfaces (APIs) as specified by the CCR. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than May 24, 2016 by 11:00 am Eastern 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. All questions must be in writing and emailed to Megan.Kisamore@nih.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) and the Online Representations and Certifications Applications (ORCA) through sam.gov. After a review of the responses received, a RFQ may be published in Fed Biz Opps. However, responses to this notice will not be considered adequate responses to a solicitation(s).
