N0002416SN032 Attachment A Form DESCRIPTION: THIS SPECIAL NOTICE IS A REQUEST FOR INFORMATION (RFI) USING MARKET RESEARCH AND WILL BE USED FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE IS NO FUNDING ASSOCIATED WITH THIS ANNOUNCEMENT. BACKGROUND: The Naval Sea System Command (NAVSEA) is issuing this Special Notice on behalf of the Amphibious Warfare Program Office (PMS377) to support the development of a potential future RFP for the Detail Design and Construction of the Landing Craft, Utility (LCU) 1700 Class of amphibious landing craft. The Government is conducting market research to gather comments and questions from Industry craft builders and designers on the draft Specification. The result of this market research will contribute to the continued development of the draft RFP. In earlier RFIs (N0002412SNA72, N0002413SN08A, N0002413SN09A, N0002415SN005, N0002415SN009, N0002415SN010, N0002415SN012, and N0002416SN006), Industry provided the Government input on yard design and construction capabilities, the pros and cons of the use of a Build to Print approach with a Government-provided Detail Design, and technical market research questions. PURPOSE: This Special Notice seeks input from interested parties capable of performing detailed design and/or construction for up to thirty-two (32) LCU 1700 craft. Landing craft are included in the US Munitions List and therefore subject to International Traffic in Arms Regulations restrictions. Therefore, any interested parties must comply with all U.S. export control laws and regulations. ANTICIPATED SCOPE OF WORK: The type of work to be accomplished under a potential future LCU 1700 contract would include the development of a detail design based on a modified performance specification requirements and Contract Drawings and Data. The term "modified" is used to indicate that the specification would not be a pure performance specification; due to the unique dimensional restraints required by the need to enter and exit existing well decks, and the learning provided by the Government's Preliminary Design effort, some additional non-performance requirements would be provided in the specification. If a future solicitation is eventually released, the future contract awardee would be responsible for the design and integration of hull, machinery, electrical, electronic, navigation, habitability and piping systems, as well as integration of gun mount foundations and a Government-furnished communications suite into the vessel. Requirements would also include test plan development, logistics support, technical manual development, and Earned Value Management System reporting. LCU 1700 CHARACTERISTICS: The basic characteristics of the LCU 1700 Indicative Design include: a. Hull: Steel construction 1. Service life of at least 30 years 2. Capable of repeated beach landings without structural damage b. Length: approximately 139 feet c. Beam: approximately 31 feet d. Light Ship Displacement: approximately 256 long tons e. Full load displacement: approximately 428 long tons f. Draft (Fully Loaded) - (weight/draft control would be critical to support entry into amphibious warship well decks at full load): 1. Maximum Draft Forward 4'-3" 2. Maximum (appendage) Draft Aft 6'-9" g. Power Plant: 1. Diesel propulsion with Kort nozzles, 2 shafts (two ~ 500 horsepower diesel engines) 2. Generators: two ~76 kilowatt diesels 3. Craft would be powered by NATO F-76 diesel fuel marine and would be capable of operating on JP-5 h. Lift Capacity: 170 Short tons i. Max Speed: 11 knots j. Endurance at Sustained Speed: 1200 NM at 8 knots with a 170 short tons of payload k. Bow ramp and stern gate for drive-through capability l. Habitability for 10 days underway 1. Crew accommodations for 14 personnel (mixed gender) 2. Habitability and provisioning support m. Stern anchor with diesel engine hydraulic power unit (HPU) and hydraulic winch n. Capable of operating in Sea State 3 seas; survivable in Sea State 5 o. Redundant critical systems (engines, generators, switchboards, fire pumps) p. 4 machine gun mounts capable of accepting US Navy crew served weapons q. Capable of being transported in current and planned amphibious warships without requiring any modification to the warships r. Stability standards required: US Navy Standards for two compartment flooding s. Electronics: 1. The Communications suite, Identification Friend or Foe (IFF), a Navigation computer with software, and the Amphibious Assault Direction System (AADS) will be provided as Government Furnished Equipment (GFE), and installed using a "turnkey" approach. 2. The following electronics/systems would be provided by the craft builder: machinery and craft control, monitoring and alarm systems, Navigation system hardware, commercial marine band radio communications, camera system for visibility augmentation. LCU 1700 will include only mature, highly reliable systems and components. The craft will leverage commercial hull, mechanical and electrical systems that are already in use by the Navy where possible; leveraging systems that would allow for increased buying power commonality with other Navy craft and use of established provisioning and support. The program goal is for the procurement of up to 32 materially identical craft which are highly reliable, cost effective to maintain, and fuel efficient. REQUESTED INFORMATION: The Government is interested in any questions or comments on the sections of the LCU Draft Specification provided under separate cover. The specification is marked Distribution Statement D - Distribution authorized to the Department of Defense (DoD) and U.S. DoD contractors. Therefore, this document will not be posted to the Federal Business Opportunities (FedBizOpps) website but will be available via the LCU 1700 Industry Website. For information on how to request a LCU 1700 Industry Website account, please send an e-mail with the subject: "LCU 1700 Industry Website Registration Form Request" to Ms. Kathleen Minnich at kathleen.minnich@navy.mil. Any other inquires sent to this email address will not receive a response. If an interested party already has a LCU 1700 Industry Website account as a result of prior Special Notices or Solicitations, a new account is not required. RESPONSE CRITERIA: Interested parties are encouraged to respond to this announcement, addressing comments and questions related to the Draft Specification. In responses, companies shall include: a. WHEN TO SUBMIT: This information is requested to be provided by email no later than 4:00 PM (EDT), July 15, 2016. NOTICES REGARDING SOLICITATION: This notice does NOT constitute a RFP and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SPECIAL NOTICE. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The Government will review all responses. The Government does not commit to provide a response to any comment or question resulting from this Special Notice. Any information submitted by respondents as a result of this notice is strictly voluntary. Responses to this RFI may be considered in the future finalization of a Request for Proposal for LCU 1700 craft detail design and construction. NOTICE REGARDING PROPRIETARY INFORMATION: All submitted materials will be designated for Government Use Only. Third party support contractors who have executed non-disclosure agreements may have access to the information provided. Any information submitted which is to be provided and reviewed by Government personnel only shall be clearly marked as such. Otherwise, the Government shall construe consent has been given to allow access to the information by any relevant third party support contractor. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
