- THIS IS A PRE-SOLICITATION NOTICE OF INTENT. The National Institute of Mental Health (NIMH), Intramural Research Program (IRP), Unit on Statistical Genomics, on a sole source basis plans to procure a CLOUDSTORE STORAGE SOLUTION & POWERWULF UPGRADE, PN: PS-CLOUDSTORE-NIH-CSTM-3 from PSSC Labs * 20432 North Sea Circle, Lake Forest CA 92630, USA This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 334111, and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The product shall be delivered within 30 days, from award of the contract. The Intramural Research Program (IRP) is the internal research program of the National Institutes of Health (NIH), known for its synergistic approach to biomedical science. The Intramural Research Program (IRP) is the nation's biomedical research enterprise, with 1,200 Principal Investigators and more than 4,000 postdoctoral fellows conducting basic, translational, and clinical research. The National Institute of Mental Health, Unit on Statistical Genomics requires upgrades to their existing PowerWulf Compute Engine Server for the units multiple ongoing projects. These projects focus on the identification of mechanism of mental health disorders' development. The NIMH researchers are currently using a PSSC Labs PowerWulf Cluster for its research needs. At this time, to meet our researcher's growing demands an upgrade is necessary to this system. The cluster serves as storage as well hosting analytical tools for genomic studies of mental disorders. The unit which was purchased originally in fiscal year 2011, has limited capacity. Therefore, in order to increase power, and have additional storage space the branch requires the upgrades from PSSC Labs, where the original server was purchased. Product Description: The National Institute of Mental Health (NIMH) requires an upgrade to the NIMH-owned PowerWulf Cluster. The contractor is responsible for the following: • 3 Additional Compute Node & 1+ Pbyte Advanced Storage Solution o Node Configuration Details on Following Page • Total 36 Intel Xeon Cores on Compute Nodes / 2.4 GHz o 12 x Intel Xeon Cores Per Compute Node • 384 GB High Performance ECC Registered Memory on Compute Nodes o 128 GB Memory Per Compute Node • 1+ PByte Advanced Storage Array Includes o 6 x SureStore U4000HD Storage Platforms o Each SureStore U4000HD includes 200+ TB Raw Storage Space o Each SureStore U4000HD includes 12 Processor Cores o Each SureStore U4000HD includes 128GB System Memory o Each SureStore U4000HD incldes 2 x 10GigE Network Connection • 10 GigE High Speed Network Backplane • Management & Monitoring Network Include o 48 Port GigE Network Switch o IPMI / iKVM Management Backplane • Rack & Power Infrastructure provided by NIH o Professional Integration of Network and Power Cabling • Hawkeye Cluster Management Toolkit o CentOS Linux Latest PSSC Labs Supported 64 Bit Operating System o Hawkeye Feature Details on Following Page • Free NAS Operating System offering the following features: o Replication o Data Protection o Encryption o Snapshots o File Sharing o Web Interface o Performance Testing & Benchmarking Included • Onsite Spare Maintenance Kit Included Thus, NIMH, Unit on Statistical Genomics, on a sole source basis plans to procure a CLOUDSTORE STORAGE SOLUTION & POWERWULF UPGRADE, PN: PS-CLOUDSTORE-NIH-CSTM-3 from PSSC Labs. PSSC Labs is the only company that can perform the upgrades, as the company does not permit any third party companies or resellers to sell or perform upgrades on our PowerWulf Cluster systems. Any work performed by an unauthorized third party on a PowerWulf Cluster would result in immediate hardware and software warranty termination. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIMH to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at eppg@mail.nih.gov in MS Word or Adobe Portable Document Format (PDF) by June 3, 2016 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
