- The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) intends to award a sole source, firm-fixed-price purchase order to Remcom Inc (Cage Code 096V7) for software that includes a multi-threaded ray tracing solution method that is best suited for complicated and/or large-scale simulation environments (i.e., urban zones and mountains); none of the other software identified through market research have this capability. The Government's requirement necessitates a flexible and locally configurable, high performance computational capability to model radiofrequency wave interactions with mixed dielectric and conducting structures. The modeling must be performed on spatial scales from centimeters to kilometers in order to capture small-scale changes in material properties (e.g., between different types of bedrock, soil, scree) and propagation among large-scale topographical features (e.g., mountains, ridges, ravines). The wide range of spatial scales in the project requires the use of software that can perform both Finite Deference Time Domain (FDTD) modeling for small scale problems and ray tracing and moving windows FDTD analyses for larger scale problems. Remcom is the only known source who can meet all of the requirements. The Associated North American Industry Classification System (NAICS) Code is 51121; which has a size standard of $38.5 Million Dollars. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Note: The Government does not intend to pay for any information received in response to this announcement.
