Description
This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC) 2920 Brandywine Road, Atlanta, GA 30341 intends to sole source; in accordance with FAR Part 13.501(a)(1)(ii). The Centers for Disease Control and Prevention and its entity has the intent to award a sole source firm fixed price service contract to Zambia Bureau of Standards, Lechwe House Freedom Way, Lusaka, Zambia. The North American Industry Classification System code is 541611. The purpose of this procurement is to provide localized laboratory testing to evaluate the water quality in Lusaka, Zambia. The testing will consist of microbial and chemical contaminant Escherichia coli (E. coli) levels, total coliforms, and nitrate. Testing samples will derive from household stored drinking water, point-of-consumption (POC) drinking water, and corresponding source water samples collected before, during and after the implementation of MCC ‘s planned infrastructure improvements. The laboratory data will be used as quantifiable indicators to assess improvements in water quality and sanitation in Lusaka, Zambia. Furthermore, the Zambia Bureau of Standards laboratory has the required capability to maintain a 24 hour electricity capacity (including a functional and dependable backup generator) for reliable data generation. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 1:00 PM EST on June 3, 2016. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. All questions must be in writing and must be emailed to Tim Barnes at krz3@cdc.gov. Please reference CDC-2016-Q-6512 on all correspondence. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to Zambia Bureau of Standards. The anticipated period of performance has a projected period of performance 15 months from the anticipated date of award in August, 2016.
