Description
The purpose of this Market Survey/Sources Sought Notice is to assist the US Army Corps of Engineers (Corps), Walla Walla District in Market Research of Industry to identify potential sources that can provide Professional Services in performing Environmental Services for compliance with the National Environmental Policy Act (NEPA) and other biological and environmental science related projects. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. The Corps' Walla Walla District is seeking sources to include small businesses (an individual, a group of individuals or a business) for a service requirement to perform NEPA related tasks on Government actions within the Walla Walla District. The North American Industry Classification code (NAICS) primarily 541620, but may include elements appropriate to 541712 and 541330. The Small Business size standard for NAICS code 541620 is $15M (or 1000 employees for 541712, and $15M for 541330) as determined by 13 CFR 121.104. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Professional Services in Environmental Consulting Services: The intent of this Source Sought is to identify and potentially secure sources of high quality expertise in NEPA, biology, and related environmental sciences to assist the Government in compliance with environmental laws. The environmental studies to be performed under this contract will deal with environmental resources and issues throughout the Pacific Northwest, but primarily in the Corps' Walla Walla District encompassing eastern Washington, eastern Oregon, central and southern Idaho, and western Wyoming. This includes site-specific resource field examinations, field sampling, monitoring and data analyses and reporting; NEPA environmental planning and impact assessment; and multimedia environmental compliance assessment and follow-up. Technical support for Corps projects will consist primarily of studies dealing with fish, plant, and wildlife species and habitat surveys, sediment collection, chemical and biological testing including toxicological interpretation, associated environmental coordination and preparation of required NEPA, Clean Water Act, and other compliance documents. Studies will provide primary support for ecosystem restoration projects, water resource development projects, hydropower operations and maintenance, and testing of potential dredged material, reference areas or sites, and possibly dredged material disposal sites within the Corps' Walla Walla District. Work will include coordination and consultation with Corps representatives to design analyses and quality assurance plans, sediment collection, storage and transport, and chain-of-custody for chemical analysis for priority pollutants. Studies will include physical, chemical, and biological testing and evaluations in inland freshwater environments including the Columbia and Snake River Basins. Tests required may involve data collection for aquatic benthos, fish, wildlife, and plant communities and habitats, performing taxonomic characterizations, chemical characterizations and physical sediment analyses. Work will also include providing expert toxicological advice in the evaluation of test results. Work will require familiarity with all applicable regulations, including NEPA, CERCLA (Superfund), ESA, Migratory Bird Treaty Act (MBTA), Bald and Golden Eagle Protection Act (BGEPA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), Fish and Wildlife Coordination Act (FWCA), Model Toxics Control Act (MTCA), Dredged Material Management Program (DMMP), Washington, Oregon, Idaho, Wyoming, Nevada, and Utah State sediment management standards (SMS), and other pertinent Federal, state, and local laws and regulations. Specific tasks may include: 1) Developing Records of Environmental Consideration, Categorical Exclusion Records, Environmental Assessments and Impact Statements under NEPA (and related laws, Executive Orders, regulations and policy) 2) Drafting Findings of No significant Impact and Records of Decision 3) Developing Biological Assessments on the impacts of Corps actions on endangered species under ESA and impact determinations under other biological resource protection laws, regulations and policy 4) Fish and wildlife surveys and habitat analyses and mitigation planning 5) Archaeology support 6) Organizing public involvement SUBMISSION REQUIREMENTS FOR SOURCES SOUGHT: Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Interested statements shall be limited to five pages and shall include the following information: a. Firm's name, addresses, point of contact, phone number, and email address. b. CAGE Code and DUNS Number. c. A capability statement expressing interest in proposing on the solicitation when it is issued, describing the company and its specialized experience with the Bureau of Reclamation, US Army Corps of Engineers, and/or public utilities. d. A statement detailing any special qualifications or certifications, applicable to the scope of services requested, held by the in-house personnel of the firm expressing interest. A brief overview of the firm's capabilities and experience as the relate to items 1 through 6 of the potential services listed above. e. A list of the firm's current or past specialized experience similar to or the same as the summary scope of services for this requirement performed in the last five years. Include a brief description of each project scope, schedule, and dollar value. f. A statement of your firm's business size to include designation as: SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, or a Large Business.
