- The U.S. Energy Information Administration is issuing sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for International Coal Supply Curve Project Phase II. The result of this market research will contribute in the intent of establishing a purchase order or contract award. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is: ?541690 ? OTHER SCIENTIFIC AND TECHNICAL CONSULTING SERVICES There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. SCOPE OF WORK: The contractor will provide a set of deliverables, including detailed documentation of the proposed methodology in Microsoft Word, including a discussion of any region-specific modeling constraints, requirements, or other issues; an annotated bibliography of sources referenced; an initial set of historic input data (publicly-releasable, properly sourced, and updatable); estimated model parameters that enable incorporation into the CMM and testing of the model by EIA staff for each region; and, to the extent the model is based on statistical analysis, a copy of any statistical code supporting the approach in SAS or EViews and associated statistical output and summary statistics. All data simulations and analysis must be provided in a format that is reproducible by EIA staff. Draft and final reports may be distributed for peer review by personnel at other government agencies or organizations. If your organization has the potential capacity to perform this technical consulting service, please provide the following information: 1) organization name, address, email address, website address, telephone number; 2) size and type of ownership for the organization (socio-economic program as applicable); 3) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 4) DUNS & CAGE Code; and 5) Federal Supply Schedule as applicable. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Please do not submit more than the minimum information necessary. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated; secure and apply the full range of technical resources required to successfully perform this requirements; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
