- The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the Central Brain Tumor Registry of the United States, 244 Ogden Ave., Suite 116, Hinsdale, IL 60521-2468 for enhanced data collection, evaluation, and analysis of brain and central nervous system malignant and non-malignant tumors. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services. The period of performance for this procurement is 36 months. The Central Brain Tumor Registry of the United States (CBTRUS) is currently the only population-based site-specific registry in the US that works in partnership with a public cancer surveillance organization, the CDC's National Program of Cancer Registries (NPCR), and from which data are directly received under a special agreement with NPCR grantees. Its database is comprised of the largest histology-specific aggregation of population-based data limited to the incidence of primary brain and central nervous system (CNS) tumors in the US. CBTRUS serves as the subject matter expert on primary brain and CNS tumors providing technical assistance to Central Cancer Registries for the collection and analysis of these tumors; annually produces the CBTRUS statistical report titled Primary Brain and Central Nervous System Tumors Diagnosed in the United States for 2004 through the most current diagnosis year data available; and compiles an analytic data file of all cases used for writing abstracts for posters, developing presentations at scientific meetings, responding to data inquiries, and for writing manuscripts for peer-reviewed journals. Since no other site-specific population-based primary brain and central nervous system tumor registry exists in the US and no other organization represents the level of brain and CNS tumor subject matter experts available through the CBTRUS, no other offerors were sought. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Central Brain Tumor Registry of the United States. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65172 referenced in the subject line NO LATER THAN June 3, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
