- The intent of this solicitation is to establish an blanket purchase agreement for certified noxious weed seed free hay for Yellowstone National Park Corrals Operations An estimated quantity of 189 tons of small hay bales An estimated quantity of 250 tons of round bales This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor; providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) P16PS01017. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-88 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This requirement is set aside for total small business. The North American Industry Classification System (NAICS) code is 111940 and the small business size standard is $0.75M This acquisition may result in a firm-fixed price, multi-year agreement. The Government intends to enter into a BPA for a period of five (5) years, from the date of the agreement; the BPA will be reviewed annually for necessity. Please note a BPA is not a contract. A BPA is a streamlined method to fill repetitive needs for supply. There is no minimum or maximum guaranteed quantity. Individual calls placed against the BPA shall not exceed $25,000.00. Authorized Callers are the only individuals authorized to place an order/call against the BPA. A listing of Authorized Callers will be distributed to the vendors used for this requirement. The requirements will be competed at the call level. Calls may be made by delivery location within Yellowstone National Park. The contractor agrees to furnish price changes to the contracting officer at least sixty (60) business days prior to the effective date of the price changes. Price lists shall be updated annually by January 15. Either party has the ability to cancel with thirty (30) days written notice. The acquisition is in support of Yellowstone National Park and is for corral operations. All interested parties shall be registered in the System for Award Management or SAM prior to award. Offers must be submitted by no later than June 1, 2016 by 4:00 PM Mountain Time. The offerors shall submit their offer using page 15 of the solicitation and returning it to the contracting officer by email or mail. Email is the preferred.
