- Statement of Work This is a combined synopsis/solicitation prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority in FAR Part 13, and FAR Part 12, Acquisition of Commercial Items {Title VII of the Federal Acquisition Act of 1994 (Public Law 103-355)}. This announcement constitutes the only solicitation; therefore a written solicitation will not be issued. This solicitation is a request for quotation (RFQ). The anticipated contract document is an Indefinite Delivery/Indefinite Quantity task order structure. We currently desire to issue an award with a base period of one year with four one year option periods. The NAICS classification is 541611 Administrative Management and General Management Consulting Services. The small business size standard is $15M. The Small Business Administration (SBA) Office of International Trade (OIT), State Trade and Exports Program (STEP), intends to procure a Purchase Order for Professional Services for STEP Financial Examination, Review and Recommendation Services. See the attached Statement of Work for details. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: 52.212-1,Instructions to Offeror's - Commercial Items; 52.212-2 Evaluation - Commercial Items (lowest price technically acceptable) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.203-6; 52.204-10; 52.209-6 & 9; 52.209-10; 52.219-6,8, 13, 14, & 28; 52.222-3,19, 21, 26, 35, 36, 37 & 40; 52.223-18; 52.225-13, and 52.232-33. Addition clauses pertinent to this solicitation; 52.216-18 (Sept 30, 2016); 52.216-19 (Min $1200K/Max $1.4M); 52.216-22 (March 30, 2013); 52.217-8; 52.217-9 and 52.227-14, full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/.
