- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a Firm-Fixed Price (FFP) sole-source Purchase Order to IHS Global Insight (USA) Inc., 24 Hartwell Avenue, Lexington, MA 02421. The acquisition will be for the procurement of a base year plus four option years for an on-line subscription for Pricing and Purchasing service that provides detailed commodity and wage escalation data, history and forecasts to evaluate proposed rates of price and wage escalation as well as to define economic price adjustment clauses in contracts. Global Insight Inc. is the only firm capable of performing this requirement due to their ownership of the various proprietary database systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responses to this notice of intent to award Global Insight Inc. should be submitted no later than fifteen (15) days from the date of this synopsis to Tyler Joworski, Contract Specialist, Space and Naval Warfare Systems Command (SPAWAR), 4301 Pacific Highway (OT#4), San Diego, CA 92110-3127.
