- NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT HAROLD SMITH/ARCS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO HAROLD.SMITH-1@NASA.GOV *** NASA/MSFC has a requirement for the purchase of HIS 13 P high intensity VUV source package with pressure measurement to be used in the support of EM50 Lab. NASA/MSFC intends to purchase VUV Source package to Scienta Omicron, Inc. on a sole source basis. The NASA MSFC Environmental Effects Branch (EM50) Electrostatic Levitation (ESL) Laboratory currently has research activities underway in support of experiments on the Material Science Laboratory Electromagnetic Levitator (MSL-EML) and the Electrostatic Levitation Furnace (ELF), both of which are currently on the International Space Station (ISS). Scienta Omicron, Inc. HIS 13 P High Intensity VUV Package with pressure measurement is necessary to compare results from that of Principle Investigators (PI’s) with upcoming experiments on ISS and to meet customer needs for the ground based support of ISS Research. The desired capabilities and results must match those of the PI’s. The PI’s use the same requested VUV source supplied by Scienta Omicron, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5/26/2016 by 2:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
