- Description
- The Bureau of Indian Affairs (BIA) is issuing this RFQ for the Alaska Tribal Court Code and Rule Development Project. The project will train people in each of the 6 various Alaska Regions to assist villages and groups of villages to write or amend tribal codes and rules by initiating formal court procedures or enhance existing ones. The training curriculum must be developed and delivered by licensed attorneys (evidence of licensing must be furnished with quote to be eligible for award)and must be designed and presented in a manner that incorporates and preserves the Alaska Native ways of addressing civil disputes and criminal activity. The task will require knowledge of the various Alaska villages, superior legislative writing skills and the ability to convey those skills in a well-organized training program. The contractor must resolve the geographical and climatological obstacles in each of six Alaska regions. This is an Indian Small Business Economic Enterprise (ISBEE)issued in accordance with the Buy-Indian Act. The Buy Indian Act can be located at 25 U.S.C. 47. The Contractor shall perform in accordance with all standards outlined in the requirements document and with all applicable federal, state, local and tribal laws and regulations. As part of the requirements, the contractor shall provide all personnel, materials, and services as necessary to facilitate the Alaska Tribal Court Code and Rule Development Project.
