- ARCHITECT-ENGINEERING (A/E) DESIGN SERVICES: The VA Medical Center, Atlanta, GA anticipates issuing a Firm Fixed Price Contract for Architect/Engineering Services for the project "Construct New Parking Deck - TRinka Davis". Contractor shall provide architectural and engineering design services for a multi-level 300 space parking deck to include but not limited to a 3-D model rendering of the multi-level parking deck with detailed traffic plan, security fencing, wayfinding, camera surveillance, LED lighting, storage areas, GOV electric car stations and the ability for future vertical expansion. The project shall be designed in accordance with VA specifications, design guides, design manuals, design alerts and all applicable codes and regulations. This will be a 100% set-aside for service-disabled veteran-owned small business (SDVOSB) firms only. The firms will need to be CVE verified and visible in VIP (VAAR 8041102) when the SF 330s are submitted. Firms must be registered in SAM (System foir Award Management) database, information on registration requirements can be obtained on the internet at (http://sam.gov) and submit their complete Annual Representation and Certifications (ORCA) via online at http://orca.bpn.gov. Any firm not CVE certified upon submission of the SF 330 will not be evaluated and not considered for award. Please submit a copy of your CVE verification letter with your SF 330 package. Eligible firms, to include subcontractors, team members and partners shall have a branch office located within a 250 mile radius of the proposed job site, as determined by online MapQuest Directions (www.mapquest.com). Please include a copy of your mapping results with your SF 330 package. The prime consultant shall be an architectural firm licensed to provide professional architectural services. The prime consultant shall have documented direct experience on at least 3 projects similar in scope and complexity with the past 5 years. Proof of license and experience shall be submitted with your SF 330 package. The North American Industry Classification System (NAISC) Code is 541310, Architectural Services. The small business size standard in $7.5 million. Interested firms shall submit three (3) copies and 1 CD of their SF 330 with appropriate required documentation no later than 2:00 PM EST on Friday, June 17, 2016 to the Atlanta VA Contracting Office, Attn: Phillip Braswell, 2008 Weems Road, Tucker, GA 30084. Prospective firms shall include with their Sf 330 packages all required information and shall address all selection criteria factors. All submission must be bound in some manner. Forms are available on the internet at http://www.gsa.gov/portal/forms/types/SF. The A/E selection criteria will be based on the following: 1. Professional qualifications necessary for the satisfactory performance of required services. Provide key personnel, it is expected that the individual identified as key personnel will be performing tasks under the resulting contract. Include resumes for key personnel and of proposed sub-consultants. 2. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. 3. Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Be sure to include all past performance with the Department of Veteran Affairs including knowledge of VA design standards, technical manuals and specifications. 5. Design Approach 6. Quality Control 7. Location within 250 miles of the project area and knowledge of the locality of the project. Please include a copy of your mapping results with your SF 330. 8. Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperativeness. 9. Record of significant claims against the firm because of improper and/or incomplete architectural and engineering services and insurance litigation. Please include the type and amount of liability insurance carried and litigation involvement over the past 5 years and its outcome. 10. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together. 11. Awards received for design excellence. Firms will be evaluated by the A/E Evaluation Board, scored and ranked according to score. The three (3), more or less, highest evaluated firms will be invited to interview with the selection board and will again the ranked/scored again. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Each respondent must be able to demonstrate the ability to comply with Far Clause 52.219-14, Limitations on Subcontracting and all joint ventures must be CVE verified (submit agreements that comply with 13CFR125.15) at time of SF 330 submission. This is a request for SF 330 Architect-Engineer Qualifications only. This is not a request for proposal, no solicitation package will be issued.
