Description
Draft Statement of Work Justification and Approval This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 611519. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: Prevention Research Institute Inc 841 Corporate Dr Ste 300 Lexington, KY, 40503-5424 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for the procurement of the Motivational Interview Training and Prime Solutions Training. Prime Solutions®(PS) is an evidence-derived program, built upon the Transtheoretical Model and using Motivational Interviewing as the primary clinical method. It also integrates evidence-based practices from cognitive-behavioral therapy, relapse prevention, and positive psychology. PS, which can be delivered in an individual or in a group format, provides flexible standardization in the delivery of treatment. A media-enriched on-line manual provides materials to prepare counselors to lead sessions after initial training, as well as broaden and deepen their knowledge of addictive behaviors. Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around May 26, 2016, in accordance with fair opportunity under Far Part 13 procedures. The anticipated contract is for a period of performance from 01 June 2016 through 30 September 2016. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to joseph.d.stewart@usmc.mil no later than 25 May 2016, 4:00 p.m. Eastern Time. Late responses will not be considered.
