Description
Performance Work Statement 18 May 2016 J&A Single Source for Arctic Education Services The 21st Contracting Squadron, Peterson AFB, CO intends to issue a sole-source procurement action to University of Alaska, Fairbanks to provide and maintain the Arctic Domain and Security Orientation curriculum and present two-day courses of instruction. Develop other Arctic courses of instruction in response to changing requirements. Provide workshop support services to include administrative functions required to host Arctic-focused workshops, tabletop exercises, and other Arctic related events in support of Alaskan Command. The applicable NAICS for this acquisition is 611430 Professional and Management Development Training, with a business size standard of $11.0M. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, the Government will consider all proposals received within 14 days after date of publication of this synopsis. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm's ability to provide equivalent services as described above. Interested parties must provide rationale as to why they should be considered. Respond to the below point of contact referencing RFP number FA2517-16-R-6008 by 1 June 2016, 10:00 a.m. (MST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The 21st Contracting Squadron will not reimburse for any costs connected with providing the capability information. All firms are required to be registered in the System for Award Management (SAM) (https://www.sam.gov) and Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) prior to award of any contract or agreements. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information.
