Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified vendors may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation (Reclamation), Lower Colorado Region, requires an experienced laboratory familiar with the Colorado River and its tributaries to conduct laboratory analysis of biological water samples. Reclamation currently tests for speciation, enumeration (abundance), and biovolume of phytoplankton, and for speciation, enumeration (abundance), and biomass of zooplankton. Also, periodically some of Reclamation's managed habitats experience toxic algal blooms of Prymnesium parvum. Reclamation is seeking a laboratory to analyze water samples for the abundance of P. parvum using the Utermöhl method for quantitative phytoplankton analysis. Lakes Mead and Havasu have hosted populations of invasive quagga mussels (Dreissena bugensis) since 2007, and may now be experiencing a shift in their ecosystems as a result. Additionally, the past two winters have been warmer than is typical for these subtropical reservoirs. This has likely compounded the effects from quagga mussels, which selectively feed on the best-tasting phytoplankton, leaving the cyanobacteria, or blue-green algae, behind. As a result, both reservoirs experienced an overgrowth of the cyanobacterium Microcystis aeruginosa in 2015. Cyanobacteria, along with some euglenophytes, are capable of producing dozens of algal toxins under certain conditions, and Reclamation is seeking a laboratory to analyze water samples from both reservoirs for several of these toxins, shown in the attached table. These samples need to be analyzed by liquid chromatography- tandem mass spectrometry (LC-MS/MS) for several categories of algal toxins. Multiple species of cyanobacteria have long resided in both reservoirs, including Anabaena, Aphanocapsa, Cylindrospermopsis, Lyngbya, Oscillatoria, and others, increasing the possibility that any one of them may be secreting toxins at any time. Thus, analysis by LC-MS/MS is required in order to identify individual toxins and detect them in small quantities, with a reporting limit of 1 part per billion (ppb, or µg/L) or less (see table for instrument detection limits). Samples are generally collected on a bimonthly, monthly, and quarterly basis from the Colorado River and its tributaries. It is estimated that 480 samples will be collected per year. In addition to laboratory analysis of samples, firms will provide sample bottles for the expected number of samples collected, prepared with preservatives when necessary, and coolers sufficient to hold ice for at least 48 hours during shipping. Firms will be required to complete reporting within 30 days and sometimes two weeks. The Government anticipates award of a single blanket purchase agreement (BPA) with a 5 year performance period to a vendor that can provide all of the required analyses outlined in this sources sought (zooplankton, phytoplankton, algal toxin sample analysis by LC-MS/MS, and phytoplankton P. parvum).
