Description
The USDA Forest Service, Gifford Pinchot National Forest intends to acquire by contract supply equipment, operators and labor for watershed habitat restoration activities to improve fish habitats. Work includes logging and transporting trees, with a minimum length of 50 feet, to be used in the installation of approximately 34 structures consisting of around 445 logs to create log complexes and stabilize streambanks. A total of 535 logs with mostly rootwads attached need to be transported to project worksites. The structures will be installed in Lewis River and side channel. The period of performance for this project is July 1, 2016 through August 15, 2016 with certain instream work window restrictions. The location of the project is approximately 45 miles N.E. of Amboy Washington in Township 7N, Range 7E Section 15,16, 21 and 22. The project can be located by traveling northeast of Amboy on Highway 503 and continuing until the road turns into Forest Road 90. Continue for approximately 14 miles until the junction of Forest Road 25 and Forest Road 90. Continue on Forest Road 90 for approximately 7.5 miles. Take a left on 9000480 road, the excavator, skidders and log trucks will would use this road to gain access to the Lewis River. Maps will be provided with the solicitation. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.5 million. Offerors will be evaluated on technical capability (experience), past performance, price, and other factors. The contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/portal/public/SAM/. A solicitation for this project will be posted to this website on or around June 2, 2016 with offers due around June 17, 2016.
