- PROJECT TITLE: High Bay Lighting and Fire Suppression Systems LOCATION: Deveselu, Romania AGENCY: Naval Facilities Engineering Command (NAVFAC) Europe Africa Southwest Asia (EURAFSWA) NAICS: The anticipated North American Industry Classification Code (NAICS) is 236220 - Commercial and Institutional Building Construction with a Small Business Size Standard of $36.5M. DESCRIPTION: NAVFAC EURAFSWA Naples, Italy intends to issue a solicitation for a single-award, firm-fixed-price construction contract. This is a design-build project to provide a new fire suppression system and LED lighting system in the high bay warehouse facility at the Naval Support Facility (NSF), Deveselu, Romania. Work includes, but is not limited to, a fire alarm/mass notification system, overhead automatic wet pipe sprinkler system, fire protection water tank, fire pump equipment, fire extinguishers, exit doors, and an LED lighting system over the basketball court. HVAC and electrical system components, piping, and other equipment located below the roof truss will be re-located. Safety netting or fencing will be installed to prevent damage to the components and equipment. CONTRACT TYPE: Firm-Fixed-Price Construction Contract. PERIOD OF PERFORMANCE: The period of performance will be 180 days after date of award. TYPE OF SET-ASIDE: This acquisition will be solicited on an unrestricted basis using full and open, competitive procedures. SELECTION PROCESS: A single award will be made to the offeror representing the best value to the Government using the lowest price/technically acceptable (LPTA) process, resulting in a single FFP contract award. CONSTRUCTION MAGNITUDE: The construction magnitude is between $250,000 and $500,000. SITE VISIT: A site visit is anticipated for this project. Additional information will be provided in the solicitation. SOLICITATION WEBSITES: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities Website (FedBizOpps) https://www.fbo.gov in order to download solicitation information. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Governments best interest. SAM REGISTRATION: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. In order to register in SAM, offerors must have a Dun and Bradstreet (DUNS) Number, located at http://fedgov.dnb.com/webform and a Commercial and Government Entity (CAGE) Code (U.S> firms) or a NATO Commercial and Governmental entity (NCAGE) Code (foreign firms). The SAM requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early as possible. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 3 June 2016. The Government intends to have proposals due 18 July 2016 and award the contract in September 2016. Actual proposal due date and time will be identified in the solicitation. Responses to this pre-solicitation are not required. Additional details can be found in the solicitation when it is posted. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror by the Government.
