- The U.S. Social Security Administration (SSA) has a need for repair & alteration services to provide several security upgrades at the MATSSC located at 300 Spring Garden Street, Philadelphia, PA 19123. The objective of this project is to provide all R & A services required by the design package, including the following: • Demolition of four security screening stations at each corner of the first floor including guard desk, utilities for existing security equipment, revolving door and adjacent storefront, portions of the exterior plaza down to the structural deck below; • Demolition of old security cameras, equipment, conduit, and wiring in various locations. A new video management system shall also be installed. • Demolition of parking lot light poles, wiring, and conduit. • Structural repairs/ fire proofing to portions of existing structural plaza deck over the basement; • Installation of four new security screening stations at each corner of the first floor of the building. Each station shall include a new revolving door entrance, new guard desk with security monitors and controls, new security screening equipment such as magnetometers, x-ray machines, and electronic access controlled entrance gates. Modifications to the HVAC and electrical to support the new layout/equipment. • Installation of new security screen checkpoints within the building and outside of the building that will include concrete pad, ballistic rated security booths, security monitors, cameras, controls, etc. Modifications to the HVAC and electrical to support the new layout/equipment. • The new access control devices shall be connecting to the existing Lenel system. • Installation of duress buttons throughout the various security posts. • Modification to door hardware including the addition of access control hardware in various locations • Installation of two (2) new cable net barrier systems in the loading dock ramps of the site. • Installation of new cameras throughout the building including inside and out as well as in the parking lot. • Installation of new light poles, lights, concrete bases, and wiring for new light/camera poles in the parking lot • Waterproofing of the structural deck where repairs are made includes associated piping and drains for this area. • Brick façade repairs • Lobby and corridor terrazzo floor installation. Work in the lobby to be coordinated with a Fine Arts Professional in order to ensure protection of the artwork on the wall. • Miscellaneous associated sprinkler work for the above modifications A contractor capable of general construction is required for this procurement. Applicable conditions: The Mid-Atlantic Social Security Center (MATSSC) is located at 300 Spring Garden Street in Philadelphia, PA. The building was built in 1974 and is seven-story, 570,000 square feet office building. It has a metal-panel and glass exterior, with one level below grade and a mechanical equipment penthouse. The requirement of this project is for a general construction contractor to provide all supervision, labor, materials and equipment necessary to complete the security upgrades included in the Specifications section of the RFP. The acquisition team has determined that a competitive Request For Proposal be issued for a full and open procurement, set-aside for small business. As this is a fully designed project, this is the most feasible option for this acquisition to ensure the Government receives a fair and reasonable price and technically superior quality of work using a best value source selection. The awarded contractor will provide all management, supervision, labor, supplies, and equipment, and shall plan, schedule, coordinate, and assure effective performance of all construction work. Prospective contractors MUST have a bonding capacity of at least $10 million per contract in order to be considered for award.
