Description
THIS IS FOR INFORMATION PURPOSES ONLY. Under the authority of FAR Subpart 6.302-1, the Naval Facilities Engineering Command (NAVFAC) Washington intends to award, on a sole source basis, a contract to Atkins. This sole source contract is required for completion of the National Museum of the United States Navys (Museum) Updated Vision and Site Plan at the Washington Navy Yard, Washington, DC. The performance is expected to occur between September 2016 through May 2017 with the anticipated overall cost of $500,000. Specific services being acquired by this contract action included Museum Phasing Site Plan and Facility Vision Plan Update. Atkins is identified as the following reasons: The subject requirement is preceded by several unique analyses and specialized studies that are interconnected and built upon one another in a pragmatic and phased planning approach, all completed by Atkins. The subject requirement will be the next step in a progression of planning studies, specifically the November 2015 Concept and Operations Study, to tailor the Museum program requirements, phase and site the Museum program components, and recommend an optimal financial and business plan to one location in Washington D.C. Atkins is the only architect-engineer contractor with comprehensive knowledge of the Navys current Museum program, business operations and facility requirements intended to deliver this strategic analysis. They have acquired extensive knowledge and understanding of complex, specialized requirements and stringent specifications associated with the phasing and planning of a Navy Museum that will produce an actionable plan for decision-makers. Atkins has developed the special understanding and unique skills necessary to recommend exhibit designs and space utilization to execute various aspects of Museum operations and logistics. During the time invested in the Vision Plan, Business Case Analysis, and Concept and Operations Study, Atkins has acquired specialized information that has allowed them to demonstrate proficiency in achieving continued success at meeting the subject requirement. As part of this continued knowledge acquisition, they have established robust processes related to application of Museum requirements to business operations and strategic budget planning. In summary, the Atkins team possesses the specialized Museum planning expertise in-house and has relationships established with subcontractors to supplement their workforce in order to successfully meet the subject requirement. Atkins knowledge and experience on Museum facility planning is critical to complete the subject requirement effectively, efficiently, and on time. The Authority permitting Other Than Full and Open Competition is FAR Subpart 6.3 Other Than Full and Open Competition, paragraph 6.302 specifies the circumstances permitting other than full and open competition, including paragraph 6.302-1, Only one responsible source and no other supplies or service will satisfy agency requirements. Paragraph 6.302-1(a)(2(ii) states Supplies may be deemed to be available only from the original source in case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agencys requirements. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
